3月11日に東北・東日本を襲ったM9.0という未曽有の大地震は甚大な被害をもたらした。未だ被害の全容は明らかではないが、亡くなった方々のご冥福を祈ると共に、現在不都合な生活を強いられている方々が1日も早く元の平穏な生活に戻られることを願う。その中で、福島原子力発電所に大きな問題が発生し、現時点で福島第一原子力発電所の半径20km、福島第二原子力発電所の半径10kmに避難指示が出ている。M9.0という設計想定を大きく超える地震にあって、東京電力による必死の制御が行われている。
一方で、いたずらに不安を煽るような報道、言説などが見られるのもまた事実だ。正しい科学知識を持って、今のリスクを正確に把握し、それに応じた対応を行わなくてはならない。

MIT原子力理工学部による「臨界」の解説
MIT研究者Dr. Josef Oehmenによる福島第一原発事故解説が反響を呼んでいますが、これを執筆したOehmen氏は原子力の専門家でなく、内容が必ずしも正確でないことが指摘されています。そこで、MITの名前で広がってしまった責任を取るかたちでMIT原子力理工学部（NSE）の学生有志が学部の協力を受けてmitnse.comを立ち上げ、改訂版を公開しました。
これをGoogle Docsを使って複数人で協力して和訳し、さらに注をつけたので、以下に掲載します。翻訳と校正の過程はGoogle Docs上の記事を直接見ればお分かりいただけると思います。

今何が起こっているかを説明する前に、少し基礎をおさらいしましょう。
福島原発の構造について
福島の原発はBoiling Water Reactor (BWR)と呼ばれるタイプで、沸騰した水の蒸気によってタービンを回すことによって発電する仕組みです。核燃料が水を熱し、水が沸騰して蒸気を作り、そして蒸気がタービンを回すことで電気を作ります。蒸気はその後冷やされ、液体の水に戻って、また核燃料で熱せられるのです。この機構はおおむね285℃で作動します。（訳注：下図のように水が液体＝青と気体＝赤の状態で循環しています。）核燃料には酸化ウランが用いられます。酸化ウランは2800℃近い高い融点を持つセラミック燃料で、ペレットと呼ばれる直径高さ共1cm程度の円柱状に焼き固められたものが用いられます。ペレットは一直線にまとめられ、燃料被覆管内に堅く封じられます。（訳注：下図で手のひらに載っている黒いものがペレット、銀色の長い棒が燃料被覆管です。）この燃料被覆管はジルカロイ（ジルコニウム合金）製で、1200℃で溶融します。この管の両端をとじたものが燃料棒と呼ばれています。燃料棒は束ねられ、数百本で一つの炉心となります。（訳注：Wikipediaによれば、正確には、BWRでは燃料棒を百本弱束ねたものが燃料集合体、燃料集合体をさらに数百本束ねたものが炉心と呼ばれるそうです。）

ペレット状の固体燃料（酸化物系セラミック複合材）は核分裂の過程で生じる放射性核分裂生成物を閉じ込める一つ目の防壁となります。ジルカロイによる被覆管は放射性燃料を炉の他の部分とわかつ二つ目の防壁です。

そして、炉心は圧力容器の中に配置されます。圧力容器は鋼鉄製の厚い容器で、内部の圧力は作動時7MPa（だいたい1000psi─訳注：重量ポンド毎平方インチ、日本人には馴染みの薄い単位ですね。）程度ですが、事故が起きたときの高圧に耐えられるよう設計されています。この圧力容器は、放射性物質の拡散を防ぐ三つ目の防壁です。
圧力容器、パイプ、冷却剤（水）を含むポンプは、原子炉における主要なループ構造を形成し、格納容器に格納されています。この構造が、放射性物質の拡散を防ぐ四つ目の防壁です。格納容器は空気が漏れないように密閉されており、鋼鉄とコンクリートからなる大変厚い構造体です。この構造は「仮に炉心溶融が起きてしまったとしても炉心を構造内部に完全に永遠に封印する」というたった一つの目的のために設計され、建造され、テストされています。封印をさらに完全なものにするために、格納容器の周囲は大量の厚いコンクリートで覆われており、これは第二の格納容器と呼ばれています。（訳注：五つ目の防壁に相当します。）
これまでにご紹介した主たる格納容器と第二の格納容器は原子炉建屋に格納されています。建屋は外側の殻であり、外界の天候の影響をシャットアウトし中に何もいれないようにしているものです。（これは福島の原発において爆発で損傷を受けた部分です。詳細は後述します。）
核反応の基礎
ウラン燃料は熱を中性子誘導による核分裂により生み出します。ウラン原子はこの核分裂によってより軽い原子（つまり核分裂生成物）に変化します。この過程で熱とより多くの中性子（原子を構成する粒子の一つ）が放出されます。これらの中性子の一つが別のウラン原子に衝突したとき、その原子が分裂し、より多くの中性子を生成し、これらのプロセスが同様に続いていきます。この一連の過程は原子核連鎖反応と呼ばれています。
通常の状態、すなわち原子炉がフルパワーで稼働している間は、炉心内部の中性子数が安定し（すなわち同じ個数のままで）、その原子炉は臨界状態となります。
非常に大事なのが、原子炉内部の核燃料は決して核爆弾のように核爆発したりしない、という点です。チェルノブイリでは、圧力が極端に高まり、水素爆発が起きて全ての構造が崩壊したことによって原子炉が爆発し、溶融した炉心の物質が周囲に飛散したのです。注意しておきたいのは、チェルノブイリの原発が周囲への防壁としての格納容器を持っていなかったことです。日本でチェルノブイリのような事態が起きてこなかった、そして、起きないであろう理由について、以下で議論します。
原子核連鎖反応を制御するために、原子炉運転員は制御棒を使います。制御棒は中性子をよく吸収する原子であるホウ素でできています。BWRの通常の操業時、制御棒は臨界状態での連鎖反応を維持するために使われます。また、制御棒は原子炉を止める、すなわちパワー100%の状態からパワー7%の状態（余熱、すなわち崩壊熱）まで落とすのにも用いられます。
余熱は核分裂生成物の放射性崩壊により生じます。放射性崩壊とは、核分裂生成物が放射線（アルファ線、ベーター線、ガンマ線、中性子線）を放出しながら安定化する過程のことをいいます。原子炉内部では、セシウムやヨウ素を含む多くの核分裂生成物が生じます。余熱は、原子炉停止後から時間をかけて冷やして取り除かなくてはなりません。この冷却システムは、燃料棒がオーバーヒートすることによって、放射性物質の漏洩に対する防壁として働かなくなるのを防ぐ役割を担っています。原子炉内部の崩壊熱を取り除く冷却システムを維持することは、津波の被害をうけた日本の原子炉において即座になされなければならない課題です。
これらの核分裂生成物の多くがものすごい速さで熱を発生して崩壊していきます。たとえば「R-A-D-I-O-N-U-C-L-I-D-E」（放射性核種）と紙に書きつけている間にも、それらは無害になります。セシウムやヨウ素、ストロンチウム、アルゴンといった他の物はよりゆっくり崩壊します。（訳注：これが、原子炉の外でセシウムやヨウ素ばかりが検出されている＝それ以外の重い生成物が検出されない理由です。ものすごい速さで崩壊する原子は原子炉の外に出る前に崩壊してしまうため、観測されません。）
2011年3月12日の福島で起きたこと
主な事実は次のようにまとめられます。日本を襲った地震は原発建設時に想定された最も酷い地震よりも数倍強いものでした。（マグニチュードは対数的に効いてきます；例えば8.2と今回の8.9の差は0.7倍ではなく地震が襲った時、原子炉はすべて自動的に停止しました。地震が起きて数秒以内に制御棒が炉心に挿入され、核分裂連鎖反応は止まりました。いまのところ、冷却システムによって通常の稼働条件下での全出力熱負荷の約7%にあたる残留熱を取り除く必要があります。
地震により原子炉の外部電力供給が破壊されました。これは外部電源喪失と呼ばれ、原発にとって対応が難しい事故です。原子炉とそのバックアップシステムはこの種の事故に対応するために、非常用電源システムを持つことで冷却ポンプの動作を保つように設計されています。外部電源を喪失した場合、もちろん発電所は停止していますので、発電所自ら発電して冷却システムに給電することはできません。つまり冷却ポンプが使えなくなってしまうのです。
最初の1時間の間に、多重の非常用ディーゼル発電機からなる最初の一組が稼働し、必要な電気を供給しました。しかしながら、史上最大規模の津波によってこれらのディーゼル発電機が水浸しにしなり、故障しました。（訳注：このあたりの流れについては当記事に2011/3/17 16:28についたs.yさんのコメントが分かりやすいです。）
原発設計の基本的な考え方の一つは多層防護です。つまり、いくつかのシステムが落ちても、深刻な大事故に耐えうるように設計されています。一度にすべてのディーゼル発電機を壊す大規模な津波はそのような一つの想定ですが、3/11の津波はさらにそういった想定を上回るものでした。こんなこともあろうかと、技術者はさらなる防衛線を用意していました。原子炉のシステム全体を、密閉可能なように設計した格納容器の中に配置したのです。
今回、ディーゼル発電機が津波によって故障した際、原子炉運転員は非常用バッテリ電力に切り替えました。このバッテリは炉心を8時間にわたって冷却する電力を供給するバックアップシステムのひとつであり、そしてバッテリは役目を果たしました。
8時間後、バッテリが干上がり、残留熱をそれ以上除去することができなくなりました。この時点で運転員は冷却損失時のために用意された緊急手順にとりかかりました。これらの手順は、多層防護の考え方に沿って予め定められています。驚くかもしれませんが、これらの緊急手順は運転員の日々の訓練の一部に組み込まれています。
この時点で、人々は原子炉内部で炉心溶融が起きる可能性について議論を始めました。もし冷却システムが回復しなければ炉心は数日後に溶融し、格納容器の中に溶け出すと予想されるからです。「炉心溶融」という言葉は曖昧な定義を持ちます。燃料破壊という言葉のほうが燃料棒の被覆管（ジルコニウム）が欠損したことを表すには適しているでしょう。これは燃料が溶融する以前に起こり、機械的破損、化学的破損ないしは熱破損が原因となります。（過度の圧力、過度の酸化、過度の熱）。
さて、実際にはこの時点で起きている現象は溶融からはほど遠く、主要な課題は
- 発熱を続けている炉を管理下に置くこと
- そして、可能な限り長く燃料被覆管を無傷に保ち、中から放射性物質が漏れ出さないようにすること
炉心の冷却は重要なことなので、原子炉は多くの独立した、複数の冷却システム（原子炉冷却材浄化設備、崩壊熱除去、炉心隔離冷却システム、非常用液体冷却システム、緊急炉心冷却装置を構成するその他のシステム）を有しています。そのうちのどれがいつ故障したのかは現時点では明らかではありません。
今回は電力喪失によって冷却能力のほとんどが失われていました。そのため、運転員は残された冷却システムだけで出来る限り熱を除去しなくてはなりませんでした。しかし熱生成が熱除去のペースを上回れば温度が上昇し、水は沸騰してどんどん気化して圧力が上昇し始めます。そうなると、最優先すべきなのは燃料棒の温度を1200℃以下に保ち燃料棒の安全性を維持しながら圧力を管理できる範囲のレベルに保つことです。システムの圧力を管理できるレベルに保つために、蒸気（および格納容器内に存在する他のガス）は時々放出しなければなりません。このプロセスは事故時に圧力が対処できるレベルを超過しないように抑えるのに必須であり、原子炉圧力容器と格納容器はいくつかの圧力開放バルブを備えるよう設計されています。したがってこの時点から、圧力容器と格納容器を無傷で維持するために、運転員は時々蒸気を放出（訳注：ここにvent＝ベントという動詞が使われています。官房長官の記者会見などで何度も聞いた単語ですね。）して、圧力を制御し始めました。
上述のように蒸気と他のガスが放出されました。それらのガスの一部は放射性核分裂生成物ですが、ごく少量しか含まれていません。作業員は放射性ガスを統制のとれたやり方（フィルタと気体洗浄装置を通したごく少量）で環境中に放出を始めたので、サイト上の作業員にさえ、安全上の重大なリスクを与えませんでした。この手順はその放出量が極めて微量であり、逆に蒸気を放出ずに格納容器の健全性を損なうような潜在的なリスクと比較した場合には、妥当なものだと言えます。
この間に、可動式の発電機が搬入され、ある程度の電力が回復しました。しかしながら、原子炉に注水されるよりも多くの水が沸騰し、排出されたため、残存している冷却システムの冷却能力が奪われていきました。蒸気を排出するプロセスにおいて、水位は燃料棒の最上部よりも低いレベルまで低下したかも知れません。いずれにせよ、いくつかの燃料棒被覆管の温度は、1200℃を超過し、ジルコニウムと水の間の反応（訳注：下図）を引き起こしました。この酸化反応は水素ガスを生成し、水素ガスが放出された混合蒸気と混ざり合いました。
これは想定されたプロセスですが、運転員は燃料棒の正確な温度や正確な水位を把握できなかったため、生成された水素ガスの量を知ることは出来ませんでした。水素ガスは極めて引火しやすく、十分な量の水素が空気と混ざると、空気中の酸素と急速に反応して爆発を生じます。排出プロセスのどこかの段階で、十分な量の水素が格納容器の内部に貯まり（格納容器の内部には空気はありません）、そして水素が空気中に排出されたときに爆発が発生しました。爆発は格納容器の外部で発生しましたが、原子炉建屋（防御機能はありません）の内部および周辺です。これに続いて同様の爆発が3号炉でも発生しました。爆発は原子炉建屋の天井と壁の一部を破壊しましたが、格納容器や圧力容器にはダメージを与えませんでした。これは予想外の事態でしたが、爆発は格納容器の外で発生し、原子力発電所の安全構造に危険を及ぼすものではありませんでした。
今回は、いくつかの燃料棒被覆管が1200℃を超えたため、ある程度の燃料損傷が発生しました。核物質それ自体は未だ無傷でしたが、それを覆うジルコニウムの殻は溶けて機能を失い始めました。この時点で、放射性核分裂生成物（セシウム、ヨウ素、等）が一部混ざりはじめました。少量の放射性物質（セシウムやヨウ素）が大気中に放出され、蒸気中に検出されたことが報告されています。
原子炉の冷却が充分に行われなかった結果、原子炉内の水は蒸発し、水量は減少していきました。技術者は燃料棒の水面からの露出を避けるために海水（中性子吸収体としてホウ素を添加）を注入することを決めました。原子炉は停止していましたが、原子炉が確実に停止した状態を維持するよう念のためにホウ酸が加えられました。また、このホウ酸は、水中の残留ヨウ素の一部を逃げられないよう捕まえる副次的な効果を持ちます。
冷却システムに利用される水は蒸留され脱塩された水です。純水を利用する理由は通常運用において冷却水による腐食の可能性を抑えるためです。海水注入は、事故から復旧するときの浄化処理をより困難にしますが（訳注：現状では廃炉確定なのでいらぬ心配だろう）、炉心を冷却することはできます。
この海水注入プロセスによって、燃料棒の温度がダメージが生じないレベルまで下がりました。原子炉は長い間停止されていたため、残留熱は極めて低いレベルまで低下しており、プラント内の圧力も安定し、放出作業ももはや必要なくなりました。

2011年3月11日の東北地方太平洋沖地震以降、東日本大震災の一部として福島第一原子力発電所事故が起きました。原子力発電の仕組みをある程度知っておかないと解釈に悩むニュースが流れ、分かりやすく基礎知識を得られる情報源に対する需要が高まりました。
そんな折、楽観的な見通しを語るMIT研究者Dr. Josef Oehmenによる福島第一原発事故解説がTwitterなど主にインターネット上で拡散しました。しかし、これを執筆したOehmen氏は原子力の専門家でなく、内容が必ずしも正確ではありませんでした。そこで、MITの名前で広がってしまった責任を取るかたちでMIT原子力理工学部（NSE）の学生有志が学部の協力を受けてmitnse.comを立ち上げ、改訂版を公開しました。また、これに続いて様々な基礎知識を啓蒙する記事を執筆しました。

MIT Researcher Is Not a Nuclear Scientist, Radioactivity Claims Debunked
Salon has published this article about "MIT research scientist" Dr. Josef Oehmen and his post Why I am not worried about Japan's nuclear reactors, which went viral after its publication. The article was reposted in The Energy Collective, a site pro-nuclear lobbying site funded by Siemens, a manufacturer of nuclear reactors.
In that article, Oehmen said that "there was and will *not* be any significant release of radioactivity from the damaged Japanese reactors". Construction of the Fukushima nuclear power plants
The plants at Fukushima are Boiling Water Reactors (BWR for short). A BWR produces electricity by boiling water, and spinning a a turbine with that steam. The nuclear fuel heats water, the water boils and creates steam, the steam then drives turbines that create the electricity, and the steam is then cooled and condensed back to water, and the water returns to be heated by the nuclear fuel. The reactor operates at about 285 °C.
The nuclear fuel is uranium oxide. Uranium oxide is a ceramic with a very high melting point of about 2800 °C. The fuel is manufactured in pellets (cylinders that are about 1 cm tall and 1 com in diameter). These pellets are then put into a long tube made of Zircaloy (an alloy of zirconium) with a failure temperature of 1200 °C (caused by the auto-catalytic oxidation of water), and sealed tight. This tube is called a fuel rod. These fuel rods are then put together to form assemblies, of which several hundred make up the reactor core.
The solid fuel pellet (a ceramic oxide matrix) is the first barrier that retains many of the radioactive fission products produced by the fission process. The Zircaloy casing is the second barrier to release that separates the radioactive fuel from the rest of the reactor.
The core is then placed in the pressure vessel. The pressure vessel is a thick steel vessel that operates at a pressure of about 7 MPa (~1000 psi), and is designed to withstand the high pressures that may occur during an accident. The pressure vessel is the third barrier to radioactive material release.
The entire primary loop of the nuclear reactor – the pressure vessel, pipes, and pumps that contain the coolant (water) – are housed in the containment structure. This structure is the fourth barrier to radioactive material release. The containment structure is a hermetically (air tight) sealed, very thick structure made of steel and concrete. This structure is designed, built and tested for one single purpose: To contain, indefinitely, a complete core meltdown. To aid in this purpose, a large, thick concrete structure is poured around the containment structure and is referred to as the secondary containment.
Both the main containment structure and the secondary containment structure are housed in the reactor building. The reactor building is an outer shell that is supposed to keep the weather out, but nothing in. (this is the part that was damaged in the explosions, but more to that later).
Fundamentals of nuclear reactions
The uranium fuel generates heat by neutron-induced nuclear fission. Uranium atoms are split into lighter atoms (aka fission products). This process generates heat and more neutrons (one of the particles that forms an atom). When one of these neutrons hits another uranium atom, that atom can split, generating more neutrons and so on. That is called the nuclear chain reaction. During normal, full-power operation, the neutron population in a core is stable (remains the same) and the reactor is in a critical state.
It is worth mentioning at this point that the nuclear fuel in a reactor can never cause a nuclear explosion like a nuclear bomb. At Chernobyl, the explosion was caused by excessive pressure buildup, hydrogen explosion and rupture of all structures, propelling molten core material into the environment. Note that Chernobyl did not have a containment structure as a barrier to the environment. Why that did not and will not happen in Japan, is discussed further below.
In order to control the nuclear chain reaction, the reactor operators use control rods. The control rods are made of boron which absorbs neutrons. During normal operation in a BWR, the control rods are used to maintain the chain reaction at a critical state. The control rods are also used to shut the reactor down from 100% power to about 7% power (residual or decay heat).
The residual heat is caused from the radioactive decay of fission products. Radioactive decay is the process by which the fission products stabilize themselves by emitting energy in the form of small particles (alpha, beta, gamma, neutron, etc.). There is a multitude of fission products that are produced in a reactor, including cesium and iodine. This residual heat decreases over time after the reactor is shutdown, and must be removed by cooling systems to prevent the fuel rod from overheating and failing as a barrier to radioactive release. Maintaining enough cooling to remove the decay heat in the reactor is the main challenge in the affected reactors in Japan right now.
It is important to note that many of these fission products decay (produce heat) extremely quickly, and become harmless by the time you spell “R-A-D-I-O-N-U-C-L-I-D-E.” Others decay more slowly, like some cesium, iodine, strontium, and argon.
When the earthquake hit, the nuclear reactors all automatically shutdown. Within seconds after the earthquake started, the control rods had been inserted into the core and the nuclear chain reaction stopped. At this point, the cooling system has to carry away the residual heat, about 7% of the full power heat load under normal operating conditions.
The earthquake destroyed the external power supply of the nuclear reactor. This is a challenging accident for a nuclear power plant, and is referred to as a “loss of offsite power.” The reactor and its backup systems are designed to handle this type of accident by including backup power systems to keep the coolant pumps working. Furthermore, since the power plant had been shut down, it cannot produce any electricity by itself.
For the first hour, the first set of multiple emergency diesel power generators started and provided the electricity that was needed. However, when the tsunami arrived (a very rare and larger than anticipated tsunami) it flooded the diesel generators, causing them to fail.
One of the fundamental tenets of nuclear power plant design is “Defense in Depth.” This approach leads engineers to design a plant that can withstand severe catastrophes, even when several systems fail. A large tsunami that disables all the diesel generators at once is such a scenario, but the tsunami of March 11th was beyond all expectations. To mitigate such an event, engineers designed an extra line of defense by putting everything into the containment structure (see above), that is designed to contain everything inside the structure.
When the diesel generators failed after the tsunami, the reactor operators switched to emergency battery power. The batteries were designed as one of the backup systems to provide power for cooling the core for 8 hours. And they did.
After 8 hours, the batteries ran out, and the residual heat could not be carried away any more. At this point the plant operators begin to follow emergency procedures that are in place for a “loss of cooling event.” These are procedural steps following the “Depth in Defense” approach. All of this, however shocking it seems to us, is part of the day-to-day training you go through as an operator.
At this time people started talking about the possibility of core meltdown, because if cooling cannot be restored, the core will eventually melt (after several days), and will likely be contained in the containment. Note that the term “meltdown” has a vague definition. “Fuel failure” is a better term to describe the failure of the fuel rod barrier (Zircaloy). This will occur before the fuel melts, and results from mechanical, chemical, or thermal failures (too much pressure, too much oxidation, or too hot).
However, melting was a long ways from happening and at this time, the primary goal was to manage the core while it was heating up, while ensuring that the fuel cladding remain intact and operational for as long as possible.
Because cooling the core is a priority, the reactor has a number of independent and diverse cooling systems (the reactor water cleanup system, the decay heat removal, the reactor core isolating cooling, the standby liquid cooling system, and others that make up the emergency core cooling system). Which one(s) failed when or did not fail is not clear at this point in time.
Since the operators lost most of their cooling capabilities due to the loss of power, they had to use whatever cooling system capacity they had to get rid of as much heat as possible. But as long as the heat production exceeds the heat removal capacity, the pressure starts increasing as more water boils into steam. The priority now is to maintain the integrity of the fuel rods by keeping the temperature below 1200°C, as well as keeping the pressure at a manageable level. In order to maintain the pressure of the system at a manageable level, steam (and other gases present in the reactor) have to be released from time to time. This process is important during an accident so the pressure does not exceed what the components can handle, so the reactor pressure vessel and the containment structure are designed with several pressure relief valves. So to protect the integrity of the vessel and containment, the operators started venting steam from time to time to control the pressure.
As mentioned previously, steam and other gases are vented. Some of these gases are radioactive fission products, but they exist in small quantities. Therefore, when the operators started venting the system, some radioactive gases were released to the environment in a controlled manner (ie in small quantities through filters and scrubbers). While some of these gases are radioactive, they did not pose a significant risk to public safety to even the workers on site. This procedure is justified as its consequences are very low, especially when compared to the potential consequences of not venting and risking the containment structures’ integrity.
Since some of the fuel rod cladding exceeded 1200 °C, some fuel damage occurred. The nuclear material itself was still intact, but the surrounding Zircaloy shell had started failing. At this time, some of the radioactive fission products (cesium, iodine, etc.) started to mix with the water and steam. It was reported that a small amount of cesium and iodine was measured in the steam that was released into the atmosphere.
Since the reactor’s cooling capability was limited, and the water inventory in the reactor was decreasing, engineers decided to inject sea water (mixed with boric acid – a neutron absorber) to ensure the rods remain covered with water. Although the reactor had been shut down, boric acid is added as a conservative measure to ensure the reactor stays shut down. Boric acid is also capable of trapping some of the remaining iodine in the water so that it cannot escape, however this trapping is not the primary function of the boric acid.
The water used in the cooling system is purified, demineralized water. The reason to use pure water is to limit the corrosion potential of the coolant water during normal operation. Injecting seawater will require more cleanup after the event, but provided cooling at the time.
This process decreased the temperature of the fuel rods to a non-damaging level. Because the reactor had been shut down a long time ago, the decay heat had decreased to a significantly lower level, so the pressure in the plant stabilized, and venting was no longer required.

Units 1 and 3 are currently in a stable condition according to TEPCO press releases, but the extent of the fuel damage is unknown. That said, radiation levels at the Fukushima plant have fallen to 231 micro sieverts (23.1 millirem) as of 2:30 pm March 14th (local time).

Please use this Discussion Thread for the situation in Japan with respect to the Miyagiken-Oki earthquake (9.0 magnitude) and associated 10m tsunami, and its impact on the local nuclear reactors. Here is a précis of the situation as I understand it:
1. There is no credible risk of a serious accident. All reactors responded by insertion of control rods to shut down their nuclear reactions. Thus, power levels in all cases dropped quickly to about 5% of maximum output, and the nuclear chain reaction ceased (i.e., all units are subcritical).
Note: I judge the situation would currently be rated INES Level 4: Accident with local consequences on the international nuclear event scale. Update: This level has been confirmed by WNN (5:50 GMT).
2. The concern is providing emergency cooling water to the reactor cores to remove decay heat from the fuel rods. This residual heat comes from the fission products, and will be persistent, but diminishes rapidly over time (i.e., most decay heat occurs over minutes and hours, with cold shutdown within a few days).
3. At one plant, the 40-year old Fukushima Daiichi (unit #1 opened in 1971), the backup diesel generators supply power to the core cooling system failed (apparently due to damage from the tsunami). This allowed pressure to build up in at least one of the reactors cores to about 50% higher than normal (unit 1), and requires venting of very mildly radioactive steam (contains trace levels of tritium). Some discussion here.
6. There are reports of partial exposure of the fuel at Daiichi unit #1, following coolant evaporation that, for a short time, exceeded inputs from the secondary cooling system. Such exposure can lead to some melting of the metal cladding (the ‘wrapping’ of the fuel rods), or the uranium rods themselves if the exposure is prolonged. This is what is technically referred to as a ‘meltdown’. I am still not clear if this exposure of the fuel assemblies actually happened (some evidence here), nor if any fuel underwent melt (due to decay heat, not a critical nuclear reaction).
7. The plant closest to the earthquake epicentre, Onagawa, stood up remarkably well, although there was a fire in a turbine building on site but not associated with the reactor operations, and therefore was not involved with any radioactive systems.
8. There has been an explosion at Fukushima Daiichi
at 16:30 JST (7:30 GMT) on March 12. Note: There is no critical nuclear reaction occurring in any of these reactors, and it CANNOT reinitiate as all neutron-absorbing control rods are grounded. As such, any at a plant site fire would be chemical (e.g., hydrogen) or steam pressure during venting (see point #3).

Television cameras trained on the plant captured a dramatic explosion surrounding Fukushima Daiichi 1 at around 6pm. Amid a visible pressure release and a cloud of dust it was not possible to immediately know the extent of any damage. Later television shots showed a naked steel frame remaining at the top of the reactor building. The external building structure does not act as the containment, which is an airtight engineered boundary within.
Chief cabinet secretary Yukio Edano appeared on television to clarify that the explosion had damaged the walls and roof of the reactor building but had not compromised the containment.
Monitoring of Fukushima Daiichi 1 had previously shown an increase in radiation levels detected near to the unit emerging via routes such as the exhaust stack and the discharge canal. These included caesium-137 and iodine-131, Nisa said, noting that levels began to decrease after some time.
Nevertheless the amount of radiation detected at the site boundary reached 500 microSieverts per hour – exceeding a regulatory limit and triggering another set of emergency precautions. It also meant the incident has been rated at Level 4 on the International Nuclear Event Scale (INES) – an ‘accident with local consequences’.
Note: The seawater might be used for spraying within the containment, for additional cooling, rather than injection into the reactor core. That is what comes of too much uncertainty and too little hard information.

Heat from the nuclear fuel rods must be removed by water in a cooling system, but that requires power to run the pumps, align the valves in the pipes and run the instruments. The plant requires a continuous supply of electricity even after the reactor stops generating power.
With the steam-driven pump in operation, pressure valves on the reactor vessel would open automatically as pressure rose too high, or could be opened by operators. “It’s not like they have a breach; there’s no broken pipe venting steam,” said Margaret E. Harding, a nuclear safety consultant who managed a team at General Electric, the reactors’ designer, that analyzed pressure buildup in reactor containments.

僕は航空宇宙工学科の学生であり、原子力関係の知識は大学教養レベルしかありません。つまり素人です。よってBrook 氏の意見も正しいかどうか僕にはわかりません。ただ、僕は日本では聞いたことのない一つの専門家の意見として、Brook 氏の発言は素晴らしいと思い、訳してみた次第です。どうか信じ込むことはやめてください、僕としても情報を一から十まで保証出来ません。ただ訳しているだけであり、誤訳もあるかもしれません。

私自身地震がおきてから全てのニュースを読んでいます。しかし、今まで一つとして正確で誤りのないレポートはありませんでした(この問題の一部は日本危機通信の弱点の一部でもありましょう)。「誤りのないものがない」とは偏った非核報道(最近は極普通ですが) をさしているのではありません。「誤りのないものがない」というのは物理や自然法則に関する目に余る間違いであり、原発の建てられ方と制御方法についての基本的な理解の欠如による事実の大きな誤解でもあります。
私はCNN の3 ページにわたるレポートを読みましたが、その一つ一つの段落にはそれぞれ間違いが含まれていました。
今何が起こっているかを説明する前に、少し基礎をさらいましょう。
■福島原発の構造について福島の原発はBoiling Water Reactor(BWR) とよばれるもので、圧力鍋のようなものです。核燃料が水を熱し、水は蒸気をつくり、蒸気はタービンを回し電気を作り、そして蒸気は冷やされ凝縮し水にもどり、水は戻されてまた核燃料により熱せられます。圧力鍋は約250 度で動きます。
核燃料とは酸化ウランです。酸化ウランとはセラミックであり、3000 度というかなり高い融点をもちます。
燃料はペレット(レゴブロックの小さい円柱っぽいもの) 状に成形されます。これらはジルコニウム合金(融点2200 度) で作られた長い管に詰められ密閉されます。これを燃料棒といいます。この燃料棒は束ねられて、より大きなパッケージとなり、そのパッケージがいくつも反応炉に入れられます。これらを総称してコアと呼びます。
ジルコニウム合金のケースは最初の容器です。これで他の空間から放射性燃料を分離します。
コアは圧力容器に入れられます。これが前述の圧力鍋です。圧力容器は二番目の容器です。これは頑丈な鍋の様なもので、数百度のコアを安全に格納できるよう設計されています。[ある時点で冷却装置が回復する場合、この容器が役に立ちます。]
核反応炉の周辺器具含めた全て|圧力容器や全てのパイプ、ポンプ、冷却剤(水) 装置は三番目の容器に格納されます。この三番目の容器は密閉されており、最強の鉄で作られたとても厚いドームとなっています。三番目の容器はある一つの目的のために設計、建設、試験されています。完全な[コア] のメルトダウンを[制限時間無く無期限に] 内部で受け止めるという目的です。この目的のため、大きく厚いコンクリートの受け皿が圧力容器(二番目の容器) の下に位置し、黒鉛で充たされて[三番目の容器に収められています。] これがいわゆるコアキャッチゃーです。コアが溶け圧力容器が爆発し(最終的に溶け) ても、これが溶けた燃料諸々を捕えられます。核燃料は(訳注:おそらく容器内で) 拡散するように作られており、燃料を冷やすことが出来ます。
この三番目の容器は格納建屋に収められます。建屋は雨避けのようなものです(これが爆発で損傷した部分ですが、詳細は後述します)。
■核反応の基礎ウラン燃料は熱を核分裂で生み出します。大きなウラン原子が小さい原子に分裂します。このとき熱に加え中性子(原子を構成する粒子の一つ) を生み出します。中性子が別のウラン原子にぶつかるとウラン原子は分裂し、より多くの中性子を出し続けます。これが核連鎖反応と呼ばれるものです。
ところで、ただ多くの燃料棒を隣り合わせて詰めるだけでは速やかに過度の熱が発生し45 分後には燃料棒が溶けてしまいます。ここで重要なのは、反応炉の核燃料は「決して核爆弾のような核爆発を起こすことはない」ことです。核爆弾を作るのは実際とても難しいのです(イランに聞いてみてください)。チェルノブイリの爆発では、過度の圧力上昇、水素爆発そして全ての容器の破裂、溶けた核物質の外界への放出が発生しました("dirty bomb"です)。なぜこれが日本では起こらないのでしょうか。下で説明します。
核連鎖反応を制御するため、反応炉オペレーターは制御棒を使います。制御棒は中性子を吸収し、即座に連鎖反応を止めます。この操作が出来るよう核反応炉は設計されており、通常であれば全ての制御棒は引き抜かれています。そのとき冷却剤である水は熱を持ち去り(そして蒸気や電気を作ります) 同じ速度で核は熱を生み出します。250 度の通常運転ではたくさんのゆとりがあるのです。
問題は、制御棒を入れて連鎖反応を[止めた] 後にも、コアが熱を生みだしつづけることです。ウランは連鎖反応を止めます。ただ大量の放射性中間生成物が核分裂反応中ウランにより生成されます。最も重要なのはセシウムとヨウ素の同位体、つまり、放射能を持つものであり、これらは最終的に分裂し、小さくて放射能を持たない原子に変わります。このような中間放射性生成物が崩壊し続け熱を生みつづけます。この物質は最早ウランから生成されることがないので(ウランは制御棒を入れた後崩壊を止めます)、この中間物質はどんどん減ってゆき、数日かけて使い果たされると核は冷温停止します。
この残った熱が頭痛の種です。
まとめると、放射性物質の最初の「種類」は燃料棒の中にあるウランであり、加えてウランが分裂して生じる放射性の中間生成物も燃料棒の中にあります(セシウムやヨウ素です)。
燃料棒の外に、二番目の放射性物質が存在します。[この物質は最初の種類と大きく異なります]:この放射性物質はとても短い半減期を持っています。つまり、これらの物質はとても早く崩壊し、放射能のない通常の物質に分裂します。早くとは数秒ということです。つまり、もしこれらの放射性物質が外界に放出されても、そう、放射性物質が放出されてもです、危険ではありません、全くです。なぜでしょう。"RADIONUCLIDE"(放射性核種) と[綴っている] 間に、もうそれらは無害になっています。放射能のない物質に分解してしまうからです。この放射性物質とはN-16, 空気の窒素の放射性同位体です。他にはキセノンのような希ガスがあります。しかし、これらはどうしてできたのでしょうか。ウランが分裂すると中性子が出ます(上を見てください)。ほとんどの中性子は他のウランにあたり、核連鎖反応が続きます。しかし、いくつかは燃料棒を抜け水分子やその中にある[空気] に当ります。そして、放射能のない物質が中性子を吸収し放射能を持ちますが、上で述べたよう、この物質は速やかに(数秒以内に) 中性子を放出し、元の綺麗な物質に戻ります。
この二番目の「種類」の放射性物質が、外界に放出された放射能に関してとても重要です。
■福島で起きていること主要な事実を纏めたいと思います。日本で起こった地震は原発が想定した最悪な地震の16 倍です(リクタースケールは対数スケールであり、想定された8.2 と起こった9.0 は16 倍であり、0.8ではありません)。よって全てがもったという事実は、まず日本工学技術の賞賛に値するところです。
M9.0 の地震が起こったとき、全ての核反応炉は自動停止しました。地震が始まって数秒以内に制御棒はコアに入れられ、ウランの核連鎖反応は止められました。今、冷却システムが残った熱を取り去らなければなりません。余熱の負荷は通常運転の３％程度です。
地震で核反応炉の外部電力供給が止まりました。これは原発にとって最も深刻な事故であり、原発の停電はバックアップ設計時にかなり考慮されています。電力は冷却剤ポンプを動かし続けるために必要です。原発は停止したので、自力で電気を作り出せません。
一時間ほど事態はうまく進みました。複数ある非常用ディーゼル発電機の内の一つが稼働し、必要な電力を供給しました。そして津波が来ました。原発を建てたとき人々が予想だにしなかった大きさのものです(上述、16 倍)。津波は複数あった全てのディーゼル発電機をさらっていきました。
原子力発電所を設計するとき、技術者は多重防御たる哲学に従います。つまり、まず想像できる範囲でもっとも壊滅的な被害に耐えられるよう設計し、その被害に加えてありえないようなシステムの故障が起こったときもまだ制御が可能なように発電所を設計します。津波が全てのバックアップ電力システムを一度に持っていく、というのがこのありえないと思われることです。最終防御線は全てを三番目の容器の中(上述) に閉じ込めることです。この容器は、制御棒が入っても入っていなくても、コアが溶けても溶けなくても、全てを反応炉の中に保持します。
ディーゼル発電機が流されたとき、反応炉オペレーターは緊急バッテリー電源に切り替えました。バッテリーはコアを８時間冷やす電力を供給する、バックアップのためのバックアップの一つとして設計されました。そしてそれは確かに稼働しました。
[８時間以内に別の電源を見つけ原発に繋がれなければなりません。] 配電網は地震のため使用出来ませんでした。ディーゼル発電機は津波により壊されました。よって可搬性のディーゼル発電機が運び込まれたのです。
ここから事態が悪くなりました。外部発電機を原発につなげられなかったのです(プラグが合いませんでした)。よってバッテリーが使い切られたあと、残りの熱をもう取り除けなくなりました。
ここでオペレーターが冷却不可能たる緊急時の手順に従い始めます。再度、多重防御に従った手順です。[冷却システムの電源が完全に落ちるなんてありえませんが、今回は落ちました。] よって彼らは次の防御線へ後退しました。私たちにとっては衝撃的ですが、この全てはコアのメルトダウン対処まで想定された日々のトレーニングでオペレータが行っている作業の一部です。
コアのメルトダウンの話が出始めたのはこの段階です。[冷却装置を修理出来なければ、最終的に] コアが溶けてしまい(数時間、数日後)、最後の防衛線(コアキャッチャーと三番目の容器) が役割を果たさなければならない状況でした。
しかしこの段階のゴールは温度が上がりつつあるコアを制御することであり、最初の容器(核燃料を入れるジルコニウム合金管) を維持することであり、また二番目の容器(圧力鍋) を[できるだけ無傷で操作可能な状態に持つことであり、技術者に冷却装置を直す十分な時間を与えることでした]。
コアの冷却はこの様に[重要] なことなので、反応炉には複数の冷却装置が備えられ、そのそれぞれが[複数種の装置] を持ちます(反応炉冷却水浄化システム、反応熱除去装置、反応炉コア隔離時冷却装置、代替液体冷却システム、緊急コア冷却システム)。これらの状態については明らかでありません。
では、[コンロ] の上の圧力鍋を想像しましょう。弱火ですが、火はついています。オペレーターはできる限り熱を取り除くため冷却システムの機能を何でも使います、しかし圧力が高くなり始めました。こうなると最優先事項は、二番目の容器(圧力鍋) もですが、最初の容器を保つことです(2200 度以下に温度を抑えることです)。圧力鍋(二番目の容器) の健全性を保つために圧力を時々抜かなければなりません。緊急事態に減圧する能力は重要なので、反応炉には11 個の圧力開放バルブがついています。そこでオペレーターは圧力を制御するため蒸気を時々逃し始めました。温度はこの時点で約550 度でした。
このとき、放射線漏れの報告が入り始めました。蒸気を逃すことが理論的に放射能を外界に逃すことを意味し、また[何故それは危険でない] のか、は既に説明できたと思います。希ガス同様放射性窒素は人の健康の脅威にはならないのです。
この蒸気開放におけるある段階で、爆発は起きました。爆発は三番目の容器の外で起きました(私たちがいう「最後の防衛線」の「外」です)。建屋です。建屋が放射線防御に関してなにも役割を果たしていないことを思い出してください。何が起こったのかまだ完全に明らかにはなっていませんが、これがありえそうなシナリオでしょう:オペレーターは蒸気を圧力容器の外へ、直接外界にではなく建屋と三番目の容器の間に、開放することを決めました。蒸気中の放射性物質が崩壊するのに十分な時間を与えるためです。問題はこのときコアが達していた高い温度でした。このとき水分子は酸素と水素に分解します|爆発性の混合気です。そしてこれが三番目の容器の外で爆発し、建屋が損傷しました。爆発は以上のようなもので、(下手に設計されオペレーターにより適切に制御されなかった) チェルノブイリの爆発のような圧力容器の中ではありません。チェルノブイリの危険性は福島には絶対にありません。水素-酸素生成の問題は発電所を設計するにあたり重要な問題です(ソ連でない限り)、よって反応炉は水素爆発が容器の中で起こらないよう建てられ操作されます。爆発は外で起きました。それは意図したものではありませんが、想定の範囲内であり問題ありません。なぜならば爆発により容器にリスクが生じることはないからです。
そして圧力は管理下に置かれ、[蒸気] は開放されました。さて、もし鍋を熱し続けるなら、問題は水位がどんどん下がることです。コアは露出するまで数時間、数日かかるよう数メートルの水で被われています。一旦燃料棒の頭が出ると、45 分で露出した部分は2200 度の融点に達します。これが最初の容器、ジルコニウム合金管が壊れるときです。
そしてこれが現実になり始めました。冷却機能が復活する前に幾らかの(かなり限られたものだが、あることにはある) ダメージをいくつかの燃料棒が受けました。核物質それ事態はまだ傷ついていませんが、まわりのジルコニウム合金管は溶け始めました。このとき、ウラン崩壊の副生成物(放射性のセシウムやヨウ素) が少し蒸気に混ざり始めました。酸化ウランの棒は3000 度に達しない限り問題ないので、大きな問題(ウラン)は依然制御下にあります。かなり微量なセシウムとヨウ素が大気中に放出された蒸気中で観測されたことも確認されています。
これがプランB への"go"だったようです。観測された少量のセシウムで、オペレーターは最初の容器のどこかが壊れそうだということを察知しました。プランA はコアを通常の冷却システムで冷却するものでした。
[何故これが失敗したのかは明らかではありません。] 一つのもっともらしい説明は、津波が通常の冷却システムに必要な精製水をさらったか汚染したか、ということでしょう。
冷却システムで使われる水はとても綺麗で、ミネラルが除かれ(蒸留水のようなもの) ています。純水を使うのは、ウランの中性子による上述のような反応があるからです: 純水はそこまで激しい反応を起こさないので、実質放射能をもつことが出来ません。汚れた水、若しくは塩水は中性子を素早く吸収し、より放射能を持ちます。コアには影響がありません|それが何で冷やされるかは問題ではないのです。しかしオペレーターや機械工にとっては、少しだけ放射能を持った水を扱う作業は[大変困難なものになります]。
しかしプランA は失敗しました|冷却システムが機能しなかったか、精製水が切れてしまったのです|
よってプランB に移りました。以下は想像される事態の進展です:
コアのメルトダウンを避けるため、オペレーターはコアの冷却に海水を使い始めました。圧力鍋(二番目の容器) を海水で満た[したのか、] また三番目の容器を満た[して] 圧力鍋を水に浸[したのかは] 分かりません。
しかしそれは問題ではありません。
重要なのは核燃料が[冷やされていることです]。連鎖反応がかなり前に止まったので、今はただほんの僅かな余熱が作られているだけです。使われてきた大量の冷却水はその熱を取り除くのに十分です。大量の水があるので、深刻な圧力上昇を引き起こすだけの熱をコアはもう生み出すことが出来ません。また、ホウ酸が海水に加えられました。ホウ酸は「液体制御棒」です。どんな崩壊がいまだに進んでいても、ホウ素は中性子を捕まえ、コアの冷却を加速します。
発電所はコアのメルトダウンを起こしかけました。以下が既に避けられた最悪のケースです: もし海水が冷却に使えなかったら、オペレーターは圧力上昇を避けるため蒸気を開放し続けます。引き続き三番目の容器は完全に密閉され、コアのメルトダウンが起きても放射性物質は外に出られなくなります。メルトダウンの後、しばらく休止時間を設け、中間生成放射性物質を反応炉内で崩壊させ、全ての放射性粒子を容器内部表面に沈殿させます。冷却装置は最終的に回復し、メルトダウンしたコアは管理できる程度に冷却されます。容器は内部が洗浄されます。そして厄介な作業が始まります: 溶けたコアを容器から取り除き、既に固体に戻った燃料を少しずつ輸送容器につめ、処理場に輸送します。そして、損傷の具合によって、そのブロックは修理されるか廃炉となります。
■それでは、今からどうなるのでしょうか。
発電所はもう安全で、今からも安全でしょう。
日本はINES レベル4 の事故を経験しています。:近辺で収まる原子力事故です。それは発電所を所有する会社にとって悪いことですが、その他の誰にも損害はありません。
圧力を開放したとき、一部の放射線が放出されました。蒸気からの全ての放射性同位体は消えました(崩壊しました)。極僅かな量のセシウムが(ヨウ素と共に) 放出されました。放出の際もし煙突の上に座っていれば、元の生活に戻るために喫煙はやめた方がいいかもしれません。セシウムとヨウ素同位体は海に流れ、もう二度と現れません。
最初の容器に幾らかのダメージがあるようです。これはいくらかの放射性セシウムやヨウ素が冷却水の中に放出されることを意味しますが、ウランや他の危険な物質ではありません(酸化ウランは水に「溶けません」)。三番目の容器内部の冷却水を処理する機関もあります。放射性セシウムやヨウ素はそこで取り除かれ、最終的に放射性廃棄物として処理されることでしょう。
冷却水として使われる海水はある程度放射能を持つでしょう。制御棒が完全に入っているので、ウラン連鎖反応は起こっていません。これは主核反応が起こっていないということであり、これは現在の発熱反応に関与していないということです。ウラン崩壊反応がかなり前に停止しているので、中間放射性生成物(セシウムとヨウ素) もこの段階ではほとんど消えています。これは反応がさらに小さいことを意味しています。ボトムラインは、海水が低いレベルではありますが放射能を持っているということで、これも処理機関により取り除かれることでしょう。
そして海水は普通の冷却水に代わることでしょう。
反応炉のコアは廃棄され、処理機関に運ばれます。通常の運用と同じです。
燃料棒と全体としての発電所は潜在的な損傷を探すことになります。4,5 年かかるでしょう。
全ての日本の原発の安全システムは更新され、M9.0、またそれ以上の地震と津波に耐えられるようになるでしょう。
私が思うに、最も重要な問題は長引くであろう電力不足です。半分以上の日本の原子力反応炉が調査を受け、国の電力供給能力が15 % 落ちることになるでしょう。これは普段時々しか使わない火力発電所をフルに稼働することで補えるかもしれません。これにより潜在的な電力不足に加え、電気代の高騰が起こることでしょう。

チェルノブイリでは四番目の容器(格納構造物) はありませんでした。
制御棒はホウ素で作られており、パワーを100% から7 % まで落とすことが出来ます。
一部のセシウム、ヨウ素、ストロンチウム、アルゴン(全て原子の名前) は、RADIONUCLIDE と綴
るくらいの時間ではなくなりません。
メルトダウンとは曖昧な表現であり、ジルコニウム合金が損壊することは燃料損壊(fuel failure) と
いった方が正確です。これは高圧、高濃度の酸素、高温のいずれかが原因で起こります。
放射性物質を含む水蒸気はフィルターや洗浄器を通して放出されています。
ジルコニウム合金の管は燃料被覆管(fuel cladding) と呼ばれるものです。
容器の中には空気がなく、窒素で満たされています。
ホウ酸は確かにヨウ素を捉えられますが、主な機能は炉の停止です。

The plants at Fukushima are Boiling Water Reactors (BWR for short). A BWR produces electricity by boiling water, and spinning a a turbine with that steam. The nuclear fuel heats water, the water boils and creates steam, the steam then drives turbines that create the electricity, and the steam is then cooled and condensed back to water, and the water returns to be heated by the nuclear fuel. The reactor operates at about 285 °C.
The nuclear fuel is uranium oxide. Uranium oxide is a ceramic with a very high melting point of about 2800 °C. The fuel is manufactured in pellets (cylinders that are about 1 cm tall and 1 com in diameter). These pellets are then put into a long tube made of Zircaloy (an alloy of zirconium) with a failure temperature of 1200 °C (caused by the auto-catalytic oxidation of water), and sealed tight. This tube is called a fuel rod. These fuel rods are then put together to form assemblies, of which several hundred make up the reactor core.
The core is then placed in the pressure vessel. The pressure vessel is a thick steel vessel that operates at a pressure of about 7 MPa (~1000 psi), and is designed to withstand the high pressures that may occur during an accident. The pressure vessel is the third barrier to radioactive material release.
The entire primary loop of the nuclear reactor – the pressure vessel, pipes, and pumps that contain the coolant (water) – are housed in the containment structure. This structure is the fourth barrier to radioactive material release. The containment structure is a hermetically (air tight) sealed, very thick structure made of steel and concrete. This structure is designed, built and tested for one single purpose: To contain, indefinitely, a complete core meltdown. To aid in this purpose, a large, thick concrete structure is poured around the containment structure and is referred to as the secondary containment.
Both the main containment structure and the secondary containment structure are housed in the reactor building. The reactor building is an outer shell that is supposed to keep the weather out, but nothing in. (this is the part that was damaged in the explosions, but more to that later).
Fundamentals of nuclear reactions
The uranium fuel generates heat by neutron-induced nuclear fission. Uranium atoms are split into lighter atoms (aka fission products). This process generates heat and more neutrons (one of the particles that forms an atom). When one of these neutrons hits another uranium atom, that atom can split, generating more neutrons and so on. That is called the nuclear chain reaction. During normal, full-power operation, the neutron population in a core is stable (remains the same) and the reactor is in a critical state.
It is worth mentioning at this point that the nuclear fuel in a reactor can never cause a nuclear explosion like a nuclear bomb. At Chernobyl, the explosion was caused by excessive pressure buildup, hydrogen explosion and rupture of all structures, propelling molten core material into the environment. Note that Chernobyl did not have a containment structure as a barrier to the environment. Why that did not and will not happen in Japan, is discussed further below.
In order to control the nuclear chain reaction, the reactor operators use control rods. The control rods are made of boron which absorbs neutrons. During normal operation in a BWR, the control rods are used to maintain the chain reaction at a critical state. The control rods are also used to shut the reactor down from 100% power to about 7% power (residual or decay heat).
The residual heat is caused from the radioactive decay of fission products. Radioactive decay is the process by which the fission products stabilize themselves by emitting energy in the form of small particles (alpha, beta, gamma, neutron, etc.). There is a multitude of fission products that are produced in a reactor, including cesium and iodine. This residual heat decreases over time after the reactor is shutdown, and must be removed by cooling systems to prevent the fuel rod from overheating and failing as a barrier to radioactive release. Maintaining enough cooling to remove the decay heat in the reactor is the main challenge in the affected reactors in Japan right now.
It is important to note that many of these fission products decay (produce heat) extremely quickly, and become harmless by the time you spell “R-A-D-I-O-N-U-C-L-I-D-E.” Others decay more slowly, like some cesium, iodine, strontium, and argon.
What happened at Fukushima (as of March 12, 2011)
The following is a summary of the main facts. The earthquake that hit Japan was several times more powerful than the worst earthquake the nuclear power plant was built for (the Richter scale works logarithmically; for example the difference between an 8.2 and the 8.9 that happened is 5 times, not 0.7).When the earthquake hit, the nuclear reactors all automatically shutdown. Within seconds after the earthquake started, the control rods had been inserted into the core and the nuclear chain reaction stopped. At this point, the cooling system has to carry away the residual heat, about 7% of the full power heat load under normal operating conditions.
The earthquake destroyed the external power supply of the nuclear reactor. This is a challenging accident for a nuclear power plant, and is referred to as a “loss of offsite power.” The reactor and its backup systems are designed to handle this type of accident by including backup power systems to keep the coolant pumps working. Furthermore, since the power plant had been shut down, it cannot produce any electricity by itself.
For the first hour, the first set of multiple emergency diesel power generators started and provided the electricity that was needed. However, when the tsunami arrived (a very rare and larger than anticipated tsunami) it flooded the diesel generators, causing them to fail.
One of the fundamental tenets of nuclear power plant design is “Defense in Depth.” This approach leads engineers to design a plant that can withstand severe catastrophes, even when several systems fail. A large tsunami that disables all the diesel generators at once is such a scenario, but the tsunami of March 11th was beyond all expectations. To mitigate such an event, engineers designed an extra line of defense by putting everything into the containment structure (see above), that is designed to contain everything inside the structure.
When the diesel generators failed after the tsunami, the reactor operators switched to emergency battery power. The batteries were designed as one of the backup systems to provide power for cooling the core for 8 hours. And they did.
After 8 hours, the batteries ran out, and the residual heat could not be carried away any more. At this point the plant operators begin to follow emergency procedures that are in place for a “loss of cooling event.” These are procedural steps following the “Depth in Defense” approach. All of this, however shocking it seems to us, is part of the day-to-day training you go through as an operator.
At this time people started talking about the possibility of core meltdown, because if cooling cannot be restored, the core will eventually melt (after several days), and will likely be contained in the containment. Note that the term “meltdown” has a vague definition. “Fuel failure” is a better term to describe the failure of the fuel rod barrier (Zircaloy). This will occur before the fuel melts, and results from mechanical, chemical, or thermal failures (too much pressure, too much oxidation, or too hot).
However, melting was a long ways from happening and at this time, the primary goal was to manage the core while it was heating up, while ensuring that the fuel cladding remain intact and operational for as long as possible.
Because cooling the core is a priority, the reactor has a number of independent and diverse cooling systems (the reactor water cleanup system, the decay heat removal, the reactor core isolating cooling, the standby liquid cooling system, and others that make up the emergency core cooling system). Which one(s) failed when or did not fail is not clear at this point in time.
Since the operators lost most of their cooling capabilities due to the loss of power, they had to use whatever cooling system capacity they had to get rid of as much heat as possible. But as long as the heat production exceeds the heat removal capacity, the pressure starts increasing as more water boils into steam. The priority now is to maintain the integrity of the fuel rods by keeping the temperature below 1200°C, as well as keeping the pressure at a manageable level. In order to maintain the pressure of the system at a manageable level, steam (and other gases present in the reactor) have to be released from time to time. This process is important during an accident so the pressure does not exceed what the components can handle, so the reactor pressure vessel and the containment structure are designed with several pressure relief valves. So to protect the integrity of the vessel and containment, the operators started venting steam from time to time to control the pressure.
As mentioned previously, steam and other gases are vented. Some of these gases are radioactive fission products, but they exist in small quantities. Therefore, when the operators started venting the system, some radioactive gases were released to the environment in a controlled manner (ie in small quantities through filters and scrubbers). While some of these gases are radioactive, they did not pose a significant risk to public safety to even the workers on site. This procedure is justified as its consequences are very low, especially when compared to the potential consequences of not venting and risking the containment structures’ integrity.
During this time, mobile generators were transported to the site and some power was restored. However, more water was boiling off and being vented than was being added to the reactor, thus decreasing the cooling ability of the remaining cooling systems. At some stage during this venting process, the water level may have dropped below the top of the fuel rods. Regardless, the temperature of some of the fuel rod cladding exceeded 1200 °C, initiating a reaction between the Zircaloy and water. This oxidizing reaction produces hydrogen gas, which mixes with the gas-steam mixture being vented. This is a known and anticipated process, but the amount of hydrogen gas produced was unknown because the operators didn’t know the exact temperature of the fuel rods or the water level. Since hydrogen gas is extremely combustible, when enough hydrogen gas is mixed with air, it reacts with oxygen. If there is enough hydrogen gas, it will react rapidly, producing an explosion. At some point during the venting process enough hydrogen gas built up inside the containment (there is no air in the containment), so when it was vented to the air an explosion occurred. The explosion took place outside of the containment, but inside and around the reactor building (which has no safety function). Note that a subsequent and similar explosion occurred at the Unit 3 reactor. This explosion destroyed the top and some of the sides of the reactor building, but did not damage the containment structure or the pressure vessel. While this was not an anticipated event, it happened outside the containment and did not pose a risk to the plant’s safety structures.
Since the reactor’s cooling capability was limited, and the water inventory in the reactor was decreasing, engineers decided to inject sea water (mixed with boric acid – a neutron absorber) to ensure the rods remain covered with water. Although the reactor had been shut down, boric acid is added as a conservative measure to ensure the reactor stays shut down. Boric acid is also capable of trapping some of the remaining iodine in the water so that it cannot escape, however this trapping is not the primary function of the boric acid.
The water used in the cooling system is purified, demineralized water. The reason to use pure water is to limit the corrosion potential of the coolant water during normal operation. Injecting seawater will require more cleanup after the event, but provided cooling at the time.
This process decreased the temperature of the fuel rods to a non-damaging level. Because the reactor had been shut down a long time ago, the decay heat had decreased to a significantly lower level, so the pressure in the plant stabilized, and venting was no longer required.
***UPDATE – 3/14 8:15 pm EST***
Units 1 and 3 are currently in a stable condition according to TEPCO press releases, but the extent of the fuel damage is unknown. That said, radiation levels at the Fukushima plant have fallen to 231 micro sieverts (23.1 millirem) as of 2:30 pm March 14th (local time).

Discussion Thread – Japanese nuclear reactors and the 11 March 2011 earthquake

Please use this Discussion Thread for the situation in Japan with respect to the Miyagiken-Oki earthquake (9.0 magnitude) and associated 10m tsunami, and its impact on the local nuclear reactors. Here is a précis of the situation as I understand it:
1. There is no credible risk of a serious accident. All reactors responded by insertion of control rods to shut down their nuclear reactions. Thus, power levels in all cases dropped quickly to about 5% of maximum output, and the nuclear chain reaction ceased (i.e., all units are subcritical).
Note: I judge the situation would currently be rated INES Level 4: Accident with local consequences on the international nuclear event scale. Update: This level has been confirmed by WNN (5:50 GMT).
2. The concern is providing emergency cooling water to the reactor cores to remove decay heat from the fuel rods. This residual heat comes from the fission products, and will be persistent, but diminishes rapidly over time (i.e., most decay heat occurs over minutes and hours, with cold shutdown within a few days).
3. At one plant, the 40-year old Fukushima Daiichi (unit #1 opened in 1971), the backup diesel generators supply power to the core cooling system failed (apparently due to damage from the tsunami). This allowed pressure to build up in at least one of the reactors cores to about 50% higher than normal (unit 1), and requires venting of very mildly radioactive steam (contains trace levels of tritium). Some discussion here.
4. The nuclear reactor containments were undamaged by the tsunami or earthquake — these structures are sealed from flooding damage and are seismically isolated.
5. New generators and batteries have been transported to the Daiichi site in to provide power to the pumps. The emergency core cooling systems (ECCS) have been invoked, which follows the principle of defense in depth (however, see point #8, below, and TEPCO updates).6. There are reports of partial exposure of the fuel at Daiichi unit #1, following coolant evaporation that, for a short time, exceeded inputs from the secondary cooling system. Such exposure can lead to some melting of the metal cladding (the ‘wrapping’ of the fuel rods), or the uranium rods themselves if the exposure is prolonged. This is what is technically referred to as a ‘meltdown’. I am still not clear if this exposure of the fuel assemblies actually happened (some evidence here), nor if any fuel underwent melt (due to decay heat, not a critical nuclear reaction).
7. The plant closest to the earthquake epicentre, Onagawa, stood up remarkably well, although there was a fire in a turbine building on site but not associated with the reactor operations, and therefore was not involved with any radioactive systems.
8. There has been an explosion at Fukushima Daiichi
at 16:30 JST (7:30 GMT) on March 12. Note: There is no critical nuclear reaction occurring in any of these reactors, and it CANNOT reinitiate as all neutron-absorbing control rods are grounded. As such, any at a plant site fire would be chemical (e.g., hydrogen) or steam pressure during venting (see point #3).

Monitoring of Fukushima Daiichi 1 had previously shown an increase in radiation levels detected near to the unit emerging via routes such as the exhaust stack and the discharge canal. These included caesium-137 and iodine-131, Nisa said, noting that levels began to decrease after some time.
Nevertheless the amount of radiation detected at the site boundary reached 500 microSieverts per hour – exceeding a regulatory limit and triggering another set of emergency precautions. It also meant the incident has been rated at Level 4 on the International Nuclear Event Scale (INES) – an ‘accident with local consequences’.
Note: The seawater might be used for spraying within the containment, for additional cooling, rather than injection into the reactor core. That is what comes of too much uncertainty and too little hard information.
Japan Chief Cabinet Secretary Yukio Edano, via Reuters:
We’ve confirmed that the reactor container was not damaged. The explosion didn’t occur inside the reactor container. As such there was no large amount of radiation leakage outside…(I will edit the above section and provide further updates below, as more information comes to hand)
Edano said due to the falling level of cooling water, hydrogen was generated and that leaked to the space between the building and the container and the explosion happened when the hydrogen mixed with oxygen there.

Units 1 to 3: shutdown due to earthquake
Units 4 to 6: outage due to regular inspection
* The national government has instructed evacuation for those local residents within 20km radius of the site periphery.
* The value of radioactive material (iodine, etc) is increasing according to the monitoring car at the site (outside of the site). One of the monitoring posts is also indicating higher than normal level.
* Since the amount of radiation at the boundary of the site exceeds the limits, we decide at 4:17PM, Mar 12 and we have reported and/or noticed the government agencies concerned to apply the clause 1 of the Article 15 of the Radiation Disaster Measure at 5PM, Mar 12.
* In addition, a vertical earthquake hit the site and big explosion has happened near the Unit 1 and smoke breaks out around 3:36PM, Mar 12th.
* We started injection of sea water into the reactor core of Unit 1 at 8:20PM, Mar 12 and then boric acid subsequently.
* High Pressure Coolant Injection System of Unit 3 automatically stopped. We endeavored to restart the Reactor Core Isolation Cooling System but failed. Also, we could not confirm the water inflow of Emergency Core Cooling System. As such, we decided at 5.10AM, Mar 12, and we reported and/or noticed the government agencies concerned to apply the clause 1 of the Article 15 of the Radiation Disaster Measure at 5:58AM, Mar 13.
In order to fully secure safety, we operated the vent valve to reduce the pressure of the reactor containment vessels (partial release of air containing radioactive materials) and completed the procedure at 8:41AM, Mar 13,
* We continue endeavoring to secure the safety that all we can do and monitoring the periphery.
Fukushima Daini Nuclear Power Station:
Units 1 to 4: shutdown due to earthquake
* The national government has instructed evacuation for those local residents within 10km radius of the periphery.
* At present, we have decided to prepare implementing measures to reduce the pressure of the reactor containment vessel (partial discharge of air containing radioactive materials) in order to fully secure safety. These measures are considered to be implemented in Units 1, 2 and 3 and accordingly, we have reported and/or noticed the government agencies concerned.

Heat from the nuclear fuel rods must be removed by water in a cooling system, but that requires power to run the pumps, align the valves in the pipes and run the instruments. The plant requires a continuous supply of electricity even after the reactor stops generating power.
With the steam-driven pump in operation, pressure valves on the reactor vessel would open automatically as pressure rose too high, or could be opened by operators. “It’s not like they have a breach; there’s no broken pipe venting steam,” said Margaret E. Harding, a nuclear safety consultant who managed a team at General Electric, the reactors’ designer, that analyzed pressure buildup in reactor containments.

Japanese authorities have informed the IAEA’s Incident and Emergency Centre (IEC) that today’s earthquake and tsunami have cut the supply of off-site power to the Fukushima Daiichi nuclear power plant. In addition, diesel generators intended to provide back-up electricity to the plant’s cooling system were disabled by tsunami flooding, and efforts to restore the diesel generators are continuing.
At Fukushima Daiichi, officials have declared a nuclear emergency situation, and at the nearby Fukushima Daini nuclear power plant, officials have declared a heightened alert condition.
Japanese authorities say there has so far been no release of radiation from any of the nuclear power plants affected by today’s earthquake and aftershocks.Tsunamis and nuclear power plants:
Large undersea earthquakes often cause tsunamis – pressure waves which travel very rapidly across oceans and become massive waves over ten metres high when they reach shallow water, then washing well inland. The December 2004 tsunamis following a magnitude 9 earthquake in Indonesia reached the west coast of India and affected the Kalpakkam nuclear power plant near Madras/Chennai. When very abnormal water levels were detected in the cooling water intake, the plant shut down automatically. It was restarted six days later.
Even for a nuclear plant situated very close to sea level, the robust sealed containment structure around the reactor itself would prevent any damage to the nuclear part from a tsunami, though other parts of the plant might be damaged. Three of Fukushima Daiichi’s six reactors were in operation when yesterday’s quake hit, at which point they shut down automatically and commenced removal of residual heat with the help of emergency diesel generators. These suddenly stopped about an hour later, and this has been put down to tsunami flooding by the International Atomic Energy Agency (IAEA).
The loss of the diesels led the plant owners Tokyo Electric Power Company (Tepco) to immediately notify the government of a technical emergency situation, which allows officials to take additional precautionary measures.
For many hours the primary focus of work at the site was to connect enough portable power modules to fully replace the diesels and enable the full operation of cooling systems.
Without enough power for cooling systems, decay heat from the reactor cores of units 1, 2 and 3 has gradually reduced coolant water levels through evaporation. The consequent increase in pressure in the coolant circuit can be managed via pressure release valves. However, this leads to an increase in pressure within the reactor building containment. Tepco has said that the pressure within the containment of Fukushima Daiichi 1 has reached around 840 kPa, compared to reference levels of 400 kPa.Explosion
The company has decided to manage this “for those units that cannot confirm certain levels of water injection” by means of a controlled release of air and water vapour to the atmosphere. Because this water has been through the reactor core, this would inevitably mean a certain release of radiation. The IAEA said this would be filtered to retain radiation within the containment. Tepco has confirmed it was in the process of relieving pressure at unit 1 while preparing to do the same for units 2 and 3.

To protect the public from potential health effects of radioactive isotopes of iodine that could potentially be released, authorities are preparing to distribute tablets of non-radioactive potassium-iodide. This is quickly taken up by the body and its presence prevents the take-up of iodine should people be exposed to it.
Over the last several hours evacuation orders for local residents have been incrementally increased and now cover people living within 20 kilometres of the power plant.
Seawater injection
The injection of seawater into the building started at 8.20pm and this is planned to be followed by addition of boric acid, which is used to inhibit nuclear reactions. Tepco had to put the operation on hold for a time when another tsunami was predicted, but work recommenced after the all-clear.
Raised temperatures
Meanwhile at adjacent Fukushima Daini, where four reactors have been shut down safely since the earthquake hit, Tepco has notified government of another emergency status.
Unit 1′s reactor core isolation cooling system had been operating normally, and this was later supplemented by a separate make-up water condensate system. However, the latter was lost at 5.32am local time when its suppression chamber reached 100ºC. This led Tepco to notify government of another technical emergency situation.
Tepco has announced it has decided to prepare for controlled releases to ease pressure in the containments of all four units at Fukushima Daini.
A three kilometre evacuation is in progress, with residents in a zone out to ten kilometres given notice of potential expansion.
Workers
A seriously injured worker was trapped within Fukushima Daiichi unit 1 in the crane operating console of the exhaust stack and is now confirmed to have died. Four workers were injured by the explosion at the same reactor and have been taken to hospital. A contractor was found unconscious and taken to hospital.
Two workers of a ‘cooperative firm’ were injured, said Tepco; one with a broken bone.
At Fukushima Daiini unit 3 one worker received a radiation dose of 106 mSv. This is comparable to levels deemed acceptable in emergency situations by some national nuclear safety regulators.
The whereabout of two Tepco workers remains unknown.

僕は航空宇宙工学科の学生であり、原子力関係の知識は大学教養レベルしかありません。つまり素人です。よってBrook 氏の意見も正しいかどうか僕にはわかりません。ただ、僕は日本では聞いたことのない一つの専門家の意見として、Brook 氏の発言は素晴らしいと思い、訳してみた次第です。どうか信じ込むことはやめてください、僕としても情報を一から十まで保証出来ません。ただ訳しているだけであり、誤訳もあるかもしれません。

「重大な」とは、長距離の飛行や、元々の放射線レベルが高い地域で作られたビールを飲むことで受ける放射線より被曝量が多いことをいいます。
私自身地震がおきてから全てのニュースを読んでいます。しかし、今まで一つとして正確で誤りのないレポートはありませんでした(この問題の一部は日本危機通信の弱点の一部でもありましょう)。「誤りのないものがない」とは偏った非核報道(最近は極普通ですが) をさしているのではありません。「誤りのないものがない」というのは物理や自然法則に関する目に余る間違いであり、原発の建てられ方と制御方法についての基本的な理解の欠如による事実の大きな誤解でもあります。
私はCNN の3 ページにわたるレポートを読みましたが、その一つ一つの段落にはそれぞれ間違いが含まれていました。
今何が起こっているかを説明する前に、少し基礎をさらいましょう。
■福島原発の構造について福島の原発はBoiling Water Reactor(BWR) とよばれるもので、圧力鍋のようなものです。核燃料が水を熱し、水は蒸気をつくり、蒸気はタービンを回し電気を作り、そして蒸気は冷やされ凝縮し水にもどり、水は戻されてまた核燃料により熱せられます。圧力鍋は約250 度で動きます。
核燃料とは酸化ウランです。酸化ウランとはセラミックであり、3000 度というかなり高い融点をもちます。
燃料はペレット(レゴブロックの小さい円柱っぽいもの) 状に成形されます。これらはジルコニウム合金(融点2200 度) で作られた長い管に詰められ密閉されます。これを燃料棒といいます。この燃料棒は束ねられて、より大きなパッケージとなり、そのパッケージがいくつも反応炉に入れられます。これらを総称してコアと呼びます。
ジルコニウム合金のケースは最初の容器です。これで他の空間から放射性燃料を分離します。
コアは圧力容器に入れられます。これが前述の圧力鍋です。圧力容器は二番目の容器です。これは頑丈な鍋の様なもので、数百度のコアを安全に格納できるよう設計されています。[ある時点で冷却装置が回復する場合、この容器が役に立ちます。]
核反応炉の周辺器具含めた全て|圧力容器や全てのパイプ、ポンプ、冷却剤(水) 装置は三番目の容器に格納されます。この三番目の容器は密閉されており、最強の鉄で作られたとても厚いドームとなっています。三番目の容器はある一つの目的のために設計、建設、試験されています。完全な[コア] のメルトダウンを[制限時間無く無期限に] 内部で受け止めるという目的です。この目的のため、大きく厚いコンクリートの受け皿が圧力容器(二番目の容器) の下に位置し、黒鉛で充たされて[三番目の容器に収められています。] これがいわゆるコアキャッチゃーです。コアが溶け圧力容器が爆発し(最終的に溶け) ても、これが溶けた燃料諸々を捕えられます。核燃料は(訳注:おそらく容器内で) 拡散するように作られており、燃料を冷やすことが出来ます。
この三番目の容器は格納建屋に収められます。建屋は雨避けのようなものです(これが爆発で損傷した部分ですが、詳細は後述します)。
■核反応の基礎ウラン燃料は熱を核分裂で生み出します。大きなウラン原子が小さい原子に分裂します。このとき熱に加え中性子(原子を構成する粒子の一つ) を生み出します。中性子が別のウラン原子にぶつかるとウラン原子は分裂し、より多くの中性子を出し続けます。これが核連鎖反応と呼ばれるものです。
ところで、ただ多くの燃料棒を隣り合わせて詰めるだけでは速やかに過度の熱が発生し45 分後には燃料棒が溶けてしまいます。ここで重要なのは、反応炉の核燃料は「決して核爆弾のような核爆発を起こすことはない」ことです。核爆弾を作るのは実際とても難しいのです(イランに聞いてみてください)。チェルノブイリの爆発では、過度の圧力上昇、水素爆発そして全ての容器の破裂、溶けた核物質の外界への放出が発生しました("dirty bomb"です)。なぜこれが日本では起こらないのでしょうか。下で説明します。
核連鎖反応を制御するため、反応炉オペレーターは制御棒を使います。制御棒は中性子を吸収し、即座に連鎖反応を止めます。この操作が出来るよう核反応炉は設計されており、通常であれば全ての制御棒は引き抜かれています。そのとき冷却剤である水は熱を持ち去り(そして蒸気や電気を作ります) 同じ速度で核は熱を生み出します。250 度の通常運転ではたくさんのゆとりがあるのです。
問題は、制御棒を入れて連鎖反応を[止めた] 後にも、コアが熱を生みだしつづけることです。ウランは連鎖反応を止めます。ただ大量の放射性中間生成物が核分裂反応中ウランにより生成されます。最も重要なのはセシウムとヨウ素の同位体、つまり、放射能を持つものであり、これらは最終的に分裂し、小さくて放射能を持たない原子に変わります。このような中間放射性生成物が崩壊し続け熱を生みつづけます。この物質は最早ウランから生成されることがないので(ウランは制御棒を入れた後崩壊を止めます)、この中間物質はどんどん減ってゆき、数日かけて使い果たされると核は冷温停止します。
この残った熱が頭痛の種です。
まとめると、放射性物質の最初の「種類」は燃料棒の中にあるウランであり、加えてウランが分裂して生じる放射性の中間生成物も燃料棒の中にあります(セシウムやヨウ素です)。
燃料棒の外に、二番目の放射性物質が存在します。[この物質は最初の種類と大きく異なります]:この放射性物質はとても短い半減期を持っています。つまり、これらの物質はとても早く崩壊し、放射能のない通常の物質に分裂します。早くとは数秒ということです。つまり、もしこれらの放射性物質が外界に放出されても、そう、放射性物質が放出されてもです、危険ではありません、全くです。なぜでしょう。"RADIONUCLIDE"(放射性核種) と[綴っている] 間に、もうそれらは無害になっています。放射能のない物質に分解してしまうからです。この放射性物質とはN-16, 空気の窒素の放射性同位体です。他にはキセノンのような希ガスがあります。しかし、これらはどうしてできたのでしょうか。ウランが分裂すると中性子が出ます(上を見てください)。ほとんどの中性子は他のウランにあたり、核連鎖反応が続きます。しかし、いくつかは燃料棒を抜け水分子やその中にある[空気] に当ります。そして、放射能のない物質が中性子を吸収し放射能を持ちますが、上で述べたよう、この物質は速やかに(数秒以内に) 中性子を放出し、元の綺麗な物質に戻ります。
この二番目の「種類」の放射性物質が、外界に放出された放射能に関してとても重要です。
■福島で起きていること主要な事実を纏めたいと思います。日本で起こった地震は原発が想定した最悪な地震の16 倍です(リクタースケールは対数スケールであり、想定された8.2 と起こった9.0 は16 倍であり、0.8ではありません)。よって全てがもったという事実は、まず日本工学技術の賞賛に値するところです。
M9.0 の地震が起こったとき、全ての核反応炉は自動停止しました。地震が始まって数秒以内に制御棒はコアに入れられ、ウランの核連鎖反応は止められました。今、冷却システムが残った熱を取り去らなければなりません。余熱の負荷は通常運転の３％程度です。
地震で核反応炉の外部電力供給が止まりました。これは原発にとって最も深刻な事故であり、原発の停電はバックアップ設計時にかなり考慮されています。電力は冷却剤ポンプを動かし続けるために必要です。原発は停止したので、自力で電気を作り出せません。
一時間ほど事態はうまく進みました。複数ある非常用ディーゼル発電機の内の一つが稼働し、必要な電力を供給しました。そして津波が来ました。原発を建てたとき人々が予想だにしなかった大きさのものです(上述、16 倍)。津波は複数あった全てのディーゼル発電機をさらっていきました。
原子力発電所を設計するとき、技術者は多重防御たる哲学に従います。つまり、まず想像できる範囲でもっとも壊滅的な被害に耐えられるよう設計し、その被害に加えてありえないようなシステムの故障が起こったときもまだ制御が可能なように発電所を設計します。津波が全てのバックアップ電力システムを一度に持っていく、というのがこのありえないと思われることです。最終防御線は全てを三番目の容器の中(上述) に閉じ込めることです。この容器は、制御棒が入っても入っていなくても、コアが溶けても溶けなくても、全てを反応炉の中に保持します。
ディーゼル発電機が流されたとき、反応炉オペレーターは緊急バッテリー電源に切り替えました。バッテリーはコアを８時間冷やす電力を供給する、バックアップのためのバックアップの一つとして設計されました。そしてそれは確かに稼働しました。
[８時間以内に別の電源を見つけ原発に繋がれなければなりません。] 配電網は地震のため使用出来ませんでした。ディーゼル発電機は津波により壊されました。よって可搬性のディーゼル発電機が運び込まれたのです。
ここから事態が悪くなりました。外部発電機を原発につなげられなかったのです(プラグが合いませんでした)。よってバッテリーが使い切られたあと、残りの熱をもう取り除けなくなりました。
ここでオペレーターが冷却不可能たる緊急時の手順に従い始めます。再度、多重防御に従った手順です。[冷却システムの電源が完全に落ちるなんてありえませんが、今回は落ちました。] よって彼らは次の防御線へ後退しました。私たちにとっては衝撃的ですが、この全てはコアのメルトダウン対処まで想定された日々のトレーニングでオペレータが行っている作業の一部です。
コアのメルトダウンの話が出始めたのはこの段階です。[冷却装置を修理出来なければ、最終的に] コアが溶けてしまい(数時間、数日後)、最後の防衛線(コアキャッチャーと三番目の容器) が役割を果たさなければならない状況でした。
しかしこの段階のゴールは温度が上がりつつあるコアを制御することであり、最初の容器(核燃料を入れるジルコニウム合金管) を維持することであり、また二番目の容器(圧力鍋) を[できるだけ無傷で操作可能な状態に持つことであり、技術者に冷却装置を直す十分な時間を与えることでした]。
コアの冷却はこの様に[重要] なことなので、反応炉には複数の冷却装置が備えられ、そのそれぞれが[複数種の装置] を持ちます(反応炉冷却水浄化システム、反応熱除去装置、反応炉コア隔離時冷却装置、代替液体冷却システム、緊急コア冷却システム)。これらの状態については明らかでありません。
では、[コンロ] の上の圧力鍋を想像しましょう。弱火ですが、火はついています。オペレーターはできる限り熱を取り除くため冷却システムの機能を何でも使います、しかし圧力が高くなり始めました。こうなると最優先事項は、二番目の容器(圧力鍋) もですが、最初の容器を保つことです(2200 度以下に温度を抑えることです)。圧力鍋(二番目の容器) の健全性を保つために圧力を時々抜かなければなりません。緊急事態に減圧する能力は重要なので、反応炉には11 個の圧力開放バルブがついています。そこでオペレーターは圧力を制御するため蒸気を時々逃し始めました。温度はこの時点で約550 度でした。
このとき、放射線漏れの報告が入り始めました。蒸気を逃すことが理論的に放射能を外界に逃すことを意味し、また[何故それは危険でない] のか、は既に説明できたと思います。希ガス同様放射性窒素は人の健康の脅威にはならないのです。
この蒸気開放におけるある段階で、爆発は起きました。爆発は三番目の容器の外で起きました(私たちがいう「最後の防衛線」の「外」です)。建屋です。建屋が放射線防御に関してなにも役割を果たしていないことを思い出してください。何が起こったのかまだ完全に明らかにはなっていませんが、これがありえそうなシナリオでしょう:オペレーターは蒸気を圧力容器の外へ、直接外界にではなく建屋と三番目の容器の間に、開放することを決めました。蒸気中の放射性物質が崩壊するのに十分な時間を与えるためです。問題はこのときコアが達していた高い温度でした。このとき水分子は酸素と水素に分解します|爆発性の混合気です。そしてこれが三番目の容器の外で爆発し、建屋が損傷しました。爆発は以上のようなもので、(下手に設計されオペレーターにより適切に制御されなかった) チェルノブイリの爆発のような圧力容器の中ではありません。チェルノブイリの危険性は福島には絶対にありません。水素-酸素生成の問題は発電所を設計するにあたり重要な問題です(ソ連でない限り)、よって反応炉は水素爆発が容器の中で起こらないよう建てられ操作されます。爆発は外で起きました。それは意図したものではありませんが、想定の範囲内であり問題ありません。なぜならば爆発により容器にリスクが生じることはないからです。
そして圧力は管理下に置かれ、[蒸気] は開放されました。さて、もし鍋を熱し続けるなら、問題は水位がどんどん下がることです。コアは露出するまで数時間、数日かかるよう数メートルの水で被われています。一旦燃料棒の頭が出ると、45 分で露出した部分は2200 度の融点に達します。これが最初の容器、ジルコニウム合金管が壊れるときです。
そしてこれが現実になり始めました。冷却機能が復活する前に幾らかの(かなり限られたものだが、あることにはある) ダメージをいくつかの燃料棒が受けました。核物質それ事態はまだ傷ついていませんが、まわりのジルコニウム合金管は溶け始めました。このとき、ウラン崩壊の副生成物(放射性のセシウムやヨウ素) が少し蒸気に混ざり始めました。酸化ウランの棒は3000 度に達しない限り問題ないので、大きな問題(ウラン)は依然制御下にあります。かなり微量なセシウムとヨウ素が大気中に放出された蒸気中で観測されたことも確認されています。
これがプランB への"go"だったようです。観測された少量のセシウムで、オペレーターは最初の容器のどこかが壊れそうだということを察知しました。プランA はコアを通常の冷却システムで冷却するものでした。
[何故これが失敗したのかは明らかではありません。] 一つのもっともらしい説明は、津波が通常の冷却システムに必要な精製水をさらったか汚染したか、ということでしょう。
冷却システムで使われる水はとても綺麗で、ミネラルが除かれ(蒸留水のようなもの) ています。純水を使うのは、ウランの中性子による上述のような反応があるからです: 純水はそこまで激しい反応を起こさないので、実質放射能をもつことが出来ません。汚れた水、若しくは塩水は中性子を素早く吸収し、より放射能を持ちます。コアには影響がありません|それが何で冷やされるかは問題ではないのです。しかしオペレーターや機械工にとっては、少しだけ放射能を持った水を扱う作業は[大変困難なものになります]。
しかしプランA は失敗しました|冷却システムが機能しなかったか、精製水が切れてしまったのです|
よってプランB に移りました。以下は想像される事態の進展です:
コアのメルトダウンを避けるため、オペレーターはコアの冷却に海水を使い始めました。圧力鍋(二番目の容器) を海水で満た[したのか、] また三番目の容器を満た[して] 圧力鍋を水に浸[したのかは] 分かりません。
しかしそれは問題ではありません。
重要なのは核燃料が[冷やされていることです]。連鎖反応がかなり前に止まったので、今はただほんの僅かな余熱が作られているだけです。使われてきた大量の冷却水はその熱を取り除くのに十分です。大量の水があるので、深刻な圧力上昇を引き起こすだけの熱をコアはもう生み出すことが出来ません。また、ホウ酸が海水に加えられました。ホウ酸は「液体制御棒」です。どんな崩壊がいまだに進んでいても、ホウ素は中性子を捕まえ、コアの冷却を加速します。
発電所はコアのメルトダウンを起こしかけました。以下が既に避けられた最悪のケースです: もし海水が冷却に使えなかったら、オペレーターは圧力上昇を避けるため蒸気を開放し続けます。引き続き三番目の容器は完全に密閉され、コアのメルトダウンが起きても放射性物質は外に出られなくなります。メルトダウンの後、しばらく休止時間を設け、中間生成放射性物質を反応炉内で崩壊させ、全ての放射性粒子を容器内部表面に沈殿させます。冷却装置は最終的に回復し、メルトダウンしたコアは管理できる程度に冷却されます。容器は内部が洗浄されます。そして厄介な作業が始まります: 溶けたコアを容器から取り除き、既に固体に戻った燃料を少しずつ輸送容器につめ、処理場に輸送します。そして、損傷の具合によって、そのブロックは修理されるか廃炉となります。
■それでは、今からどうなるのでしょうか。
発電所はもう安全で、今からも安全でしょう。
日本はINES レベル4 の事故を経験しています。:近辺で収まる原子力事故です。それは発電所を所有する会社にとって悪いことですが、その他の誰にも損害はありません。
圧力を開放したとき、一部の放射線が放出されました。蒸気からの全ての放射性同位体は消えました(崩壊しました)。極僅かな量のセシウムが(ヨウ素と共に) 放出されました。放出の際もし煙突の上に座っていれば、元の生活に戻るために喫煙はやめた方がいいかもしれません。セシウムとヨウ素同位体は海に流れ、もう二度と現れません。
最初の容器に幾らかのダメージがあるようです。これはいくらかの放射性セシウムやヨウ素が冷却水の中に放出されることを意味しますが、ウランや他の危険な物質ではありません(酸化ウランは水に「溶けません」)。三番目の容器内部の冷却水を処理する機関もあります。放射性セシウムやヨウ素はそこで取り除かれ、最終的に放射性廃棄物として処理されることでしょう。
冷却水として使われる海水はある程度放射能を持つでしょう。制御棒が完全に入っているので、ウラン連鎖反応は起こっていません。これは主核反応が起こっていないということであり、これは現在の発熱反応に関与していないということです。ウラン崩壊反応がかなり前に停止しているので、中間放射性生成物(セシウムとヨウ素) もこの段階ではほとんど消えています。これは反応がさらに小さいことを意味しています。ボトムラインは、海水が低いレベルではありますが放射能を持っているということで、これも処理機関により取り除かれることでしょう。
そして海水は普通の冷却水に代わることでしょう。
反応炉のコアは廃棄され、処理機関に運ばれます。通常の運用と同じです。
燃料棒と全体としての発電所は潜在的な損傷を探すことになります。4,5 年かかるでしょう。
全ての日本の原発の安全システムは更新され、M9.0、またそれ以上の地震と津波に耐えられるようになるでしょう。
私が思うに、最も重要な問題は長引くであろう電力不足です。半分以上の日本の原子力反応炉が調査を受け、国の電力供給能力が15 % 落ちることになるでしょう。これは普段時々しか使わない火力発電所をフルに稼働することで補えるかもしれません。これにより潜在的な電力不足に加え、電気代の高騰が起こることでしょう。

注意:元記事は3/12(「「４日も前です」」) にかかれたものであり、この文章が書かれた時期と現在の状況は異なります。つまり、この文章で「現在」と書かれていることは４日も前の状況であり、現在ではありません。しかし、この文章で得ることができる情報は、物事を「冷静に」評価するには今でも参考になると考えています。実際私自身、「危ないなぁ」とは思いますが、「何が起こっているんだ、怖い」とは思いません。今もう４日前の情報を更新することに反対する人がいらっしゃいますし、私もこれを見て「あぁ、じゃあ大丈夫か」と思ってもらうのは困ります。この文章で説明されていない事態が現在起こっています。しかし、その情報をこの情報と総合して考えることができれば、どこがどのように何故危ないのかは今でも、そしてこれからも(素人目で間違っているかもしれませんが) 解釈ができ、とりあえずパニックにならず済むでしょう(しかし、危険性は感じていた方がよいと思います)。その参考情報として、４日前の情報として、捉えてくださればというのが、訳者の私の願いです。
訂正版(3/13, 恐らくEST) では以下の点が訂正されています(見落としていたらすみません)。
反応炉は約285 度で運転されます(原文:圧力鍋が250 度で動く)。
酸化ウランの融点は約2800 度です(原文:3000 度)。
ペレットのレゴブロックくらいの大きさとは、直径高さ共に1cm 程度のことをいいます。
ジルコニウム合金は2200 度で溶けるのではなく、1200 度時点で水素と反応して溶けます。
ジルコニウム合金が最初の防御壁ではなく、ペレット自体放射能をもつ物質を保持することが出来ます。ジルコニウム合金は二番目の防御壁です。同様圧力容器が三番目、その外の容器(格納構造物"containment structure") が四番目になります。
圧力容器は通常7Mpa(大気圧の700 倍程度) で運転されます。
「コア・キャッチャー」はコアキャッチャーといわないようで、二番目のコンテナ("the secondary
container") と呼びます。原文では圧力容器のことを"second containment"と読んでいました。ま
た、この容器は四番目の容器(格納構造物) の周り(つまり外) に十分にあり、四番目のコンテナと同様の目的のために作られていますが、別物です。これも容器と共に建屋に収められます。
チェルノブイリでは四番目の容器(格納構造物) はありませんでした。
制御棒はホウ素で作られており、パワーを100% から7 % まで落とすことが出来ます。
一部のセシウム、ヨウ素、ストロンチウム、アルゴン(全て原子の名前) は、RADIONUCLIDE と綴
るくらいの時間ではなくなりません。
メルトダウンとは曖昧な表現であり、ジルコニウム合金が損壊することは燃料損壊(fuel failure) と
いった方が正確です。これは高圧、高濃度の酸素、高温のいずれかが原因で起こります。
放射性物質を含む水蒸気はフィルターや洗浄器を通して放出されています。
ジルコニウム合金の管は燃料被覆管(fuel cladding) と呼ばれるものです。
容器の中には空気がなく、窒素で満たされています。
ホウ酸は確かにヨウ素を捉えられますが、主な機能は炉の停止です。
他、多数の削除箇所あり。つまり、この文章はそのままMIT 公式として出すことの出来ない文章だったということでしょう。ただ、それでも爆発したあとも安全設備に影響はないとの記述があります(ただ、それは2 号機の爆発前の記述であることに注意してください)。
