EU climate and energy policy: Time for tough decisions debate in the European Parliament

Energy policy has moved to the top of the EU’s political agenda. In October, EU leaders will decide on new targets for cutting CO2 emissions by 2030 while promoting a more competitive investment environment. This will serve as the basis for the EU’s position for the global climate change talks in Paris in 2015, which should agree a successor to the Kyoto protocol. The recent announcement by US President Barack Obama of tough emissions limits for power stations shows that other countries are serious about tackling climate change and will seek an ambitious deal in Paris.

In response to the political crisis in Ukraine and the importance of a stable energy supply, EU leaders recently endorsed a European Energy Security Strategy. They have called for urgent measures for the EU to increase its energy security before the coming winter. The European Commission has been asked to present a review of energy efficiency legislation so that greater efficiency can contribute better to energy security by reducing consumption as far as possible. How can this be achieved without diluting the EU’s climate goals? How can both the climate change and energy security agendas be met without huge increases in costs to consumers or taxpayers? And following the EU-US Summit conclusions in March, what new cooperation can be sought between the EU and the US where investment in green technologies in increasing while greenhouse gas emissions are going down?

European Voice is organising an event as part of the CommentVisions series to discuss how these different aspects of EU climate and energy policy will come together over the coming year. The event will assess how far the EU is prepared to go to improve energy security, how far national governments are prepared to invest in energy efficiency and how ambitious the EU will be on CO2 emissions reductions targets.
