Early life and educationViktor Pshonka was born on February 6, 1954, in Serhiyivka, Slovyansk District of Donetsk Oblast. After graduating from high school he was called up for military service in the Soviet Army. Having discharged from army, he got a job at one of the enterprises in Donetsk Oblast.[5]
In 1975, Viktor Pshonka enrolled at the Kharkiv Law Institute.
Career
In 1980, he began work at Kramatorsk Prosecutor's Office in Donetsk Oblast, where he served as investigator, and eventually as an assistant to prosecutor of the city of Kramatorsk.
From 1986 till 1997, Viktor Pshonka served as prosecutor of Kramatorsk City.
In 1997, he was appointed first deputy prosecutor of Donetsk Oblast.
In 1998-2003, he was prosecutor of Donetsk Oblast, one of the biggest regions in Ukraine.
In November 2003, Viktor P. Pshonka was appointed Deputy Prosecutor General of Ukraine. He was in charge of prosecutor's supervision over observance of laws by the agencies of the Ministry of Interior, the Security Service of Ukraine (SBU), tax police and special units combating organized crime and corruption. He was also responsible for supervision over state customs service and border guard.[5]
He resigned voluntarily from his office in December 2004, but returned to the Prosecutor General's Office of Ukraine[8] at the end of 2006.[5]
In November 2010, members of Ukraine's Parliament voted in favor (292 votes) of Viktor Pshonka's appointment as the General Prosecutor of Ukraine.[9]

Since his appointment to office, Viktor Pshonka has laid emphasis in his activity on bringing Ukrainian prosecution service in line with European standards. Speaking on the Ukrainian TV channel Inter four days after his appointment, Pshonka called himself "a member of President Viktor Yanukovych's team".[10]
In this regard, V. Pshonka takes active part in consultations and discussions on the issues of improving of the work of prosecution service with experts and representatives of European and international organizations, in particular, the United Nations, the Council of Europe, the Venice Commission, etc.,[11][12] as well as exchange of experience with law enforcement authorities of other states.[13][14]
In accordance with the new Criminal Procedure Code of Ukraine CPC, which entered into force in 2012, the Prosecutor General's Office of Ukraine led by Pshonka introduced the Unified Register of Pretrial Investigations (computerized system, where all complaints and applications regarding criminal offences in Ukraine are registered), which is used by Ukrainian law enforcement agencies.[15]
In November 2012, the Code of Professional Conduct and Ethics for employees of the prosecution service was adopted by all-Ukrainian Conference of Members of prosecuting agencies.[16]
Another innovation during Pshonka's tenure was establishment of the Dnipro Ecological Prosecutor's Office, the main task of which is to oversee compliance with environmental laws in respect of drainage basin of the Dnieper River within the territory of Ukraine.[17]
Ousting
On 22 February 2014, as a part of the "Maidan revolution", the Verkhovna Rada ousted Pshonka in a no-confidence vote.[6] On 23 February 2014 an arrest warrant was issued to arrest Pshonka.[7]

A vast country estate, marble-lined mansions, a private golf course and zoo: the unimaginable luxury of the private residence of departed Ukrainian President Viktor Yanukovych was flung open for all to see.
As parliament voted to oust Yanukovych Saturday and he fled to a pro-Russian bastion in east Ukraine after months of bloody protest against his rule, thousands of Ukrainians wandered awestruck around the breathtaking luxury of his abandoned property some 15 kilometres (10 miles) from Kiev after it was taken by demonstrators.
"I am in shock," said retired military servicewoman Natalia Rudenko, as she looked out over the manicured lawns studded with statues of rabbits and deers.
"In a country with so much poverty how can one person have so much -- he has to be mentally sick.
"The world needs to see this and bring him to justice."
Cars backed up for kilometers and a large crowd queued patiently at the imposing wrought iron front gates to get a glimpse of the former leader's lavish lifestyle -- fit for even the most ostentatious billionaire oligarch.
"Don't worry, everyone will get to go inside -- it is big enough for all of you," an opposition activist standing atop a column shouted through a loudhailer. He warned people to stay off the lawn in case of landmines and to beware of provocateurs trying to damage the place.
"Welcome to Ukraine," he said as people shuffled by.
Guarded just hours before by elite security forces, the property -- the scale of which had been kept a closely guarded secret and appears to confirm suspicions of titanic corruption -- was now under the control of anti-Yanukovych activists, patrolling the area and keeping people out of buildings to avoid looting.
According to official declarations, Yanukovych's salary as president was around $100,000 a year. The luxury of the estate clearly showed wealth far beyond that.
At the entrance a sign was hung reading: "People, do not destroy this evidence of thieving arrogance."
Inside, visitors peered with disbelief through the windows of the palatial main house at the baroque, marble-covered living rooms decorated with gold icons and suits of armor.
A few boxes strewn around on the marble floors hinted at a hurried exit.
Amused or enraged, others posed for photos in font of towering faux-Greek columns and snapped pictures on their mobile phones of the collection of rare pheasants -- imported from as far as Mongolia and Sumatra.
For kilometers, they strolled along the waterfront promenade, up to the helicopter pad or over bridges and past horse paddocks to a vast garage housing a museum of Soviet military vehicles.
The complex for staff -- who were nowhere to be seen -- was itself the size of a British stately home.
"Mum, where's the golden toilet?" five-year old Ross asked as his mother led him around the edge of a floating banquet hall built to look like an Elizabethan galleon.
"I also want a pirate ship like this for myself," he said.
"Don't worry, we've already seized this one," his mother Katya Ivanova replied.
Some of the visitors were still fresh from the violent clashes that left scores dead this week and saw central Kiev turned into a war zone.
"It makes it feel even more worth it," said Bogdan Panchyshin, a hardware store owner from the Western city of Lvov.
"If only the hundred people who died could see it, I think they'd say the same," he said, still wearing a camouflage bullet proof vest.
As they emerged, people struggled to take in the breathtaking scale of Yanukovych's wealth.
"That house, that garden, that luxury," mechanic Viktor Kovalchuk, 59, as his wife shook her head in amazement.
"It should be turned into a hospital or an orphanage or something for the people killed or injured in the protests," Kovalchuk said.
"Whatever happens it needs to be given to the people. It was built with our money after all so it should serve us in the end."

1969年に中等教育(高等学校相当)を終えると生計を立てるべく働き始める。1972年に地域の輸送部門において電気技師として働きながら、ドネツィク工業大学で学ぶなど苦学を続けた。労働者としては1974年に輸送部門の主任に昇進し、機械工学の学位を授与された1980年には輸送部門全体の総責任者に昇進する。同年にソ連共産党のウクライナ党支部に入党。以降、20年間に亘って同地域の輸送部門責任者として地域の経済・政治活動に関わり続ける。教育面では後に博士号を授与されている。
1996年8月、政府からドネツィク州国家行政府副長官に任命された事から政治活動を本格化させ、1996年9月から1997年5月まで同州第一副長官、1997年5月から2002年11月まで長官を歴任する。1998年9月から内政問題調整会議のメンバー。2002年11月21日、レオニード・クチマ大統領に首相に任命され、2004年12月までとどまる。2003年から地域党の党首。2004年、クチマ大統領の任期切れに伴うウクライナ大統領選挙に親クチマ勢力の統一候補として立候補する。ヤヌコーヴィチは、ドンバスを地盤とし、クチマ政権の内外政策の継続を主張した。
これに対して野党候補のヴィクトル・ユシチェンコ元首相は民族主義勢力を糾合し、前政権下の汚職と非民主化的な政治手法を攻撃した。11月21日の決選投票でウクライナ中央選挙管理委員会は、24日ヤヌコーヴィチが49.64%、ユシチェンコが46.61%を獲得し、ヤヌコーヴィチの勝利を発表したが、その後、与党側の大がかりな選挙不正が明るみに出て、首都キエフでの大規模な抗議運動を引き起こし、決選投票をやり直すこととなった。12月26日選挙が行われ、開票の結果、ユシチェンコが52.12%、ヤヌコーヴィチが44.09%の得票でユシチェンコ側の勝利を発表した。
大統領選挙敗退後、彼は中央政界では公的役職についていなかったが、地域党党首として最高会議内で隠然たる勢力を維持していた。ユーリヤ・ティモシェンコ内閣総辞職後、政権側と与野党間の妥協とも言うべき協力宣言に署名し、ユーリー・エハヌロフ首相の2度目の承認決議では彼の会派は全面賛成に回った。しかし、2006年初頭に天然ガス問題がロシアとの間で生じると、政権批判に回り、エハヌロフ内閣不信任決議の立役者となった。このように、ヤヌコーヴィチはユシチェンコ政権の数々の失政により、漁夫の利的に人気を回復し、2006年3月に行われた最高会議選挙で、彼の地域党は比例区32.12%(450議席中186議席)を獲得し、第一党に躍り出た。議会では、地域党は社会党、共産党と連合を組むことで多数派を構成し、2006年8月4日に賛成271票を得て議会承認され首相職に返り咲いた。2007年9月に行われた選挙では、ヤヌコーヴィチを名簿順位第一位に据えた地域党が再び第一党の地位を確保したものの、連合工作で過半数に届かず、野党にまわった。

2010年の大統領選挙に立候補し、1月17日に執行された第1回投票の結果、約35%の得票率で1位となったが過半数には届かなかったため、ユーリヤ・ティモシェンコとの決選投票に臨み、2月7日の投票の結果勝利。2月14日にティモシェンコが選挙にて不正が行われたと主張、法廷闘争に持ち込む意向を表明し[10]、2月16日にウクライナ最高行政裁判所に提訴した[11]ものの、2月20日、ティモシェンコが訴えを取り下げたため、ヤヌコーヴィチの当選が確定した[12]。
ウクライナは2013年に欧州連合との政治・貿易協定の仮調印を済ませたが、ロシア寄りの姿勢を見せるヤヌコーヴィチはロシアからの圧力もあり調印を見送る[13]。これに対し欧州連合寄りの野党勢力から強い反発が起こり、ウクライナ国内は大規模な反政府デモが発生するなど騒乱状態に陥った(ユーロマイダン)。事態収拾のため2014年2月21日には挙国一致内閣の樹立や大統領選挙繰り上げなどの譲歩を示したがデモ隊の動きを止めることはできず[14]、22日に首都キエフを脱出。ウクライナ議会はヤヌコーヴィチの大統領解任を決議したが、ヤヌコーヴィチはクーデターであるとして辞任に同意していない[15]。
2011年1月には日本国を公式訪問した。日本滞在時には大勲位菊花大綬章を今上天皇より授与された[16]。

2014年ウクライナ騒乱(2014ねんウクライナそうらん、英語:2014 Ukrainian revolution)とは、ウクライナ国内で生じた、EU派市民のユーロマイダンによるヴィクトル・ヤヌコーヴィチ大統領への抗議デモである。
このデモの結果、ヤヌコーヴィチはウクライナ国外へ脱出し、数日後に野党勢力の代表であるオレクサンドル・トゥルチノフが大統領代行に就任した[1]。
事件の概要
2014年2月18日、反体制派の市民と警察の間に武力衝突が発生し、数日間で13名の警察官を含む、少なくとも82人が死亡し、1100人以上が負傷した。
2月18日の最初の暴動は、キエフにて2万人ものユーロマイダンが、大統領の権限を制限する2004年憲法の復活を求め、ウクライナの国会に集結したことにより始まる。警察官が彼らの行く手を塞ぎ、衝突は暴力的となった。警察はゴム弾と実弾(自動火器とスナイパーライフルを含む)の両方を発射し、催涙ガスや線香手榴弾を用いた。対するデモ側は手製の武器や小火器、即興の爆薬等で対抗した[2]。
デモ隊は与党・地域党の本部に突入し、建物に放火した。警察はキエフ独立広場のデモ隊本拠地を襲撃した[3]。
2014年3月1日、ロシア議会はロシア系住民の保護を理由にウクライナにロシア軍を派遣するというプーチン大統領の要請を是認した[4]。ウクライナ南端のクリミア半島に部隊を派遣し、事実上支配下に置いた。このロシアの行動を欧米は軍事介入として非難し、米国政府はロシアに対し経済制裁を検討すると警告した[5]。
影響
ソチオリンピックのアルペンスキー回転に参加していたボグダナ・マツォツカは、デモ隊を排除するヤヌコーヴィチ政権に抗議し、コーチである父と相談した上で、オリンピック競技への参加を棄権した[6]。

Putin: Deploying military force is last resort, but we reserve right

Russia will not go to war with the people of Ukraine, but will use its troops to protect citizens, if radicals with clout in Kiev now try to use violence against Ukrainian civilians, particularly ethnic Russians, Putin told the media.
Putin, who was given a mandate by the Russian senate to use military force to protect civilians in Ukraine, said there is no need for such an action yet.
Putin cited the actions of radical activists in Ukraine, including the chaining of a governor to a stage as public humiliation and the killing of a technician during an opposition siege of the Party of Regions HQ, as justification for Russia to be concerned for the lives and well-being of people in eastern and southern Ukraine.
Incidents like those are why Russia reserves the option of troop deployment on the table.
“If we see this lawlessness starting in eastern regions, if the people ask us for help – in addition to a plea from a legitimate president, which we already have – then we reserve the right to use all the means we possess to protect those citizens. And we consider it quite legitimate,” he said.
Russia is not planning to go to war with the Ukrainian people, Putin stressed, when a journalist asked if he was afraid of war. But Russian troops would prevent any attempts to target Ukrainian civilians, should they be deployed.
“We are not going to a war against the Ukrainian people,” he said. “I want you to understand it unambiguously. If we do take a decision, it would only be to protect Ukrainian citizens. Let anybody in the military dare, and they’d be shooting their own people, who would stand up in front of us. Shoot at women and children. I’d like to see anyone try and order such a thing in Ukraine.”
Putin dismissed the notion that the uniformed armed people without insignia who are currently present in Crimea are Russian soldiers. He said they are members of the Crimean self-defense forces and that they are no better equipped and trained than some radical fighters who took part in the ousting of Yanukovich.
He assured that the surprise military drills in Russia’s west which ended on Tuesday had nothing to do with the Ukrainian situation.
Sanction threats are counterproductive
Asked about criticism of Russia over its stance on Ukraine, Putin dismissed the accusations that Russia is acting illegitimately. He stated that even if Russia does use force in Ukraine, it would not violate international law.
At the same time he accused the United States and its allies of having no regard to legitimacy when they use military force in pursuit of their own national interests.
“When I ask them ‘Do you believe you do everything legitimately,’ they say ‘Yes.’ And I have to remind them about the US actions in Afghanistan, Iraq and Libya, where they acted either without any UN Security Council mandate or through perverting a mandate, as was the case in Libya,” Putin said.
“Our partners, especially in the United States, always clearly and formulate for themselves their geopolitical and national interests, pursue them relentlessly and then drag the rest of the world in, using the principle ‘You are either with us or against us’. And harass those refuse to be dragged in,” he added.
As for the sanctions Russia faces over Ukraine, Putin said those threatening them should think of the consequences to themselves if they follow that path. In an interconnected world a country may hurt another country if it wishes, but it would be damaged too.
Threats are counterproductive in this situation, Putin warned. He added that if G8 members choose not to go to Sochi for a planned G8 summit, that would be up to them.
Putin sympathies with Maidan protesters, rejects coup
Putin stressed that the Ukrainian people had a legitimate reason to protest against Yanukovich’s power, considering the overwhelming corruption and other faults of his presidency.But he objected to the illegitimate way his ouster took place, because it undermined the political stability in the country.
“I strictly object to this form [of transition of power] in Ukraine, and anywhere in the post-Soviet space. This does not help nurturing a culture of law. If someone is allowed to act this way, then everyone is allowed to. And this means chaos. That’s the worst thing that can happen to a country with an unstable economy and an unestablished political system,” Putin explained.
He said that while he personally was not fond of months-long streets protests as a means to pressure the government, he sympathized with the Maidan demonstration members, who were genuinely outraged with the situation in Ukraine.
But at the same time he warned that what happens in Ukraine now may be a replacement of one group of crooks with another, citing the appointments of certain wealthy businessmen with questionable reputations.
Asked about the presence of snipers during the violent confrontation in Kiev last month, Putin said he was not aware of any order from the Yanukovich government to use firearms against the protesters. He alleged that the shooters could have been provocateurs from one of the opposition forces. He added that what he was sure of is the fact that police officers were shot at with lethal arms during the confrontation.
Yanukovich is certainly powerless in Ukraine, but legally speaking he is the legitimate president of the country, Putin said. The way the new authorities in Kiev replaced him did not enhance their credibility.
Asked if he felt for Yanukovich, Putin said “Oh, no. I have absolutely different feelings.” But he declined to publicly explain what those were. He also refrained from commenting on what mistakes he saw in Yanukovich’s actions, explaining that it would not be proper for him to do so.
At the same time Putin does not see any political future for Yanukovich, which he told the ousted Ukrainian president himself. He added that Russia allowed him to come to its territory for humanitarian reasons, because if he remained in Ukraine he could have been summarily executed.
Equal participation in Ukraine's future for all Ukrainians
The Russian government is currently engaging with the self-proclaimed govern of Ukraine with the goal of preserving economic ties between the two countries. However, any normal relations would only be possible after Ukraine has fully legitimate branches of government, Putin said. He considers that he has no counterpart in Kiev now, so he personally has no partner to communicate with.
The Russian president stressed that Russia wants to see equal participation of all citizens of Ukraine in defining the future of the country. The resistance to the authorities in Kiev, which is evident currently in the eastern and southern Ukraine, shows clearly that currently Kiev does not have a nationwide mandate to govern the country.
“Frankly, they should adopt a new constitution through a referendum so that all citizens of Ukraine feel engagement in that process, have an input on the formation of the new principles of how their nation should function,” Putin suggested. “That’s certainly not for us, but for the Ukrainians and the Ukrainian authorities to decide this way or another. I believe after legitimate government is formed, after a new president elected, after a new parliament is elected, they should return to this.”
Russia will be watching the planned presidential election in Ukraine, Putin said. If it is conducted in an atmosphere of terror, Russia will consider it unfair and will not recognize its results, he warned.
Putin commented on the issue of Ukraine’s territorial integrity, which Russia committed to preserve. He said that Western powers reject Russia’s assessment of the events in Ukraine as a coup and insist on calling it a revolution.
Some Russian experts, Putin warned that if Ukraine had undergone a revolution, then the nation that came out of it is not the same that it was before, similarly to how Russia transformed after the Bolshevik Revolution in 1917.
If this is the case, Moscow may consider itself no longer bound by any treaties it has with Ukraine, Putin warned.

参議院議長 江 田 五 月 殿 漆間巌内閣官房副長官の「自民党には捜査が及ばない」との趣旨の発言に関する質問主意書 西松建設の違法献金問題については、民主党小沢一郎代表の公設秘書が逮捕されているが、この事件に関連して、漆間巌内閣官房副長官がマスコミとの懇談の場において、「自民党には捜査が及ばない」との趣旨の発言をしたと報じられている。麻生太郎内閣総理大臣は、本年三月九日午前の参議院予算委員会で、いったんは報道機関の誤報である旨答弁したが、その後、この誤報答弁を撤回し、同日午後の同委員会では「副長官の記憶と記者の受け止めにずれがあったというのが正確なところだ」と修正している。他方、漆間内閣官房副長官は、「自民党には捜査が及ばない」との趣旨の発言は記憶がないなどと開き直っている。 かかる事態は検察の公平性に疑念をもたらす重大な問題を内包しており、この際、事実関係や政府解釈を確認する必要がある。 そこで、以下のとおり質問する。 一 麻生内閣総理大臣は、三月九日午後の参議院予算委員会で修正答弁をし、同夜、マスコミに対して午前中の答弁は撤回した旨発言したと報じられている。とすれば政府においても、漆間内閣官房副長官がマスコミとの懇談の場において「自民党には捜査が及ばない」との発言をしたと報じられていることは報道機関の誤報ではないという認識でよいか。 二 漆間内閣官房副長官は、同月九日の記者会見で、内閣官房副長官就任以来、検察当局の人と会ったことはない旨の発言をしている。政府も、同副長官が副長官就任以来、検事総長以下の検察当局の誰とも会っていないという認識であるか。仮にそのような認識であるならば、その点をどのように調査をして確認しているか。 三 漆間内閣官房副長官は、かつて警察庁長官時代の記者懇談会で、「基本的には私は、北朝鮮に対して小泉前総理のころから(政府は)対話と圧力で対応すると言ってきたのですが、その圧力部分を担当するのが警察であると認識しておりまして」(平成十八年十一月三十日)、「日朝間で話し合いをしなければならないという気に、北朝鮮をさせるように持っていくのが警察庁の仕事ではないか」、「北朝鮮の資金源というものについて、『ここまでやられるのか』ということを相手が感じるぐらいにそれを事件化して」、「北朝鮮が困ると言いますか、特に金の問題が一番大きいですから、そのようなものに焦点を当てて、そのような事件を摘発する」、「直接拉致には関係はしない事件を摘発することによっても拉致問題の解決に近づける」(平成十九年一月十八日)などと発言している。 こうした警察庁長官時代の発言をみれば、警察権力を北朝鮮外交にまで利用しようとしていると思わざるを得ない。警察を政治的に利用しようという、かかる発言を政府は容認しているか。また、警察を政治的に利用しようという考え方を政府は有しているか。 四 もともと漆間内閣官房副長官は、警察権力を政治的に利用しようという考え方の持ち主ではないかとの疑いが濃厚であり、そうした人物が内閣官房副長官に就任することは問題ではないかと思うが、政府はどのように考えているか。 右質問する。 |
